RESOLUTION
AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH
CENTRO DE INFORMACION Y PROGRESO
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute a Purchase of Service Agreement on behalf of the City
of Elgin with Centro de Informacion y Progreso for the
operation of a parent training program for low and moderate
income Spanish speaking families, a copy of which is attached
hereto and made a part hereof by reference.

PURCHASE OF SERVICE AGREEMENT
CITY OF ELGIN, ILLINOIS/CENTRO DE INFORMACION Y PROGRESO
This agreement is made this J"3 day of 727ti , 197 , by
and between Centro de Informacion y Progreso, a not for profit
corporation, and the City of Elgin, Illinois, a municipal
corporation hereinafter referred to as "City. "
Whereas, the City desires to assist in the implementation
of a program providing parental training for Spanish speaking
families with preadolescent children.
Whereas, Centro de Informacion y Progreso is an
organization which provides services, including educational
services, to low and moderate income Spanish speaking persons.
It is hereby agreed:
1 . Centro de Informacion y Progreso will provide a parent
training program for Spanish speaking families of predominately
low and moderate income. The provision of the parent training
program shall take place at 62 Fountain Square Plaza.
2 . Centro de Informacion y Progreso shall provide a
program instructor and associated materials and building space
suitable for the operation of the parent training program.
3 . Centro de Informacion y Progreso shall submit a report
for each six months of program operation which documents the
parenting program expenditures and the clientele served by the
program.

4 . The City shall distribute funds to Centro de
Informacion y Progreso as a lump sum payment in the amount of
$10 ,000 upon execution of this agreement for the express purpose
of funding the parent training program for Spanish speaking
families.
In witness whereof, the parties hereto have caused this
agreement to be executed on the above written date.

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: Larry L. Rice, City Manager
SUBJECT: Purchase of Service Agreement
Centro de Informacion Y Progreso
Purpose: To consider a Purchase of Service Agreement with the
Centro de Informacion Y Progreso organization.
Background: As part of the Community Development Block Grant
hearing process the allocation of General Fund dollars to certain
organizations was considered and approved by the City Council. The
Centro de Informacion Y Progreso was allocated $ 10 ,000 . to operate a
parent training program for Spanish speaking low and moderate income
Spanish speaking families.
Financial Impact: The $10 ,000 allocation was made from a total I
of available General Fund dollars of $560,000 . Therefore sufficient
funds exist in the budget for this activity.
Recommendation: It is recommended that the City Council approve
the attached Purchase of Service Agreement. A copy has been
forwarded to Centro de Informacion Y Progreso. If approved a
resolution will be prepared for action at the next City Council
meeting.
