APPROVING CHANGE ORDER NO. 2 IN THE CONTRACT WITH
WALKER PARKING CONSULTANTS/ENGINEERS, INC. FOR THE
WIDENING OF NORTH McLEAN BOULEVARD
WHEREAS, the City of Elgin has heretofore entered into a
contract with Walker Parking Consultants/Engineers, Inc. for
the widening of North McLean Boulevard; and
WHEREAS, it is necessary and desirable to modify the
terms of the contract as is described in Change Order No. 2,
attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS, that Larry L. Rice, City Manager, be
and is hereby authorized and directed to execute Change Order
No. 2, a copy of which is attached hereto and made a part
hereof by reference.

BIG TIMBER TO I-90
CONTRACT CHANGE ORDER NO. 2
WALKER PROJECT #E4616. 11
SCOPE: This Contract Change Order No. 2 covers additional
engineering design services already completed, increase in hourly
rates due to cost of living increases for the remaining field
observation services, and future engineering design services for
traffic signals on North McLean Boulevard at Forest Drive and
Holmes Road. The engineering firm operating under contract to
the City of Elgin for the engineering design of the above project
is WALKER Parking Consultants/ Engineers, Inc. , 505 Davis Road,
Elgin, Illinois 60123 .
REASON FOR CHANGE: This contract change order is required: due
to additional engineering services already performed and verbally
agreed upon between the City of Elgin and WALKER; so that the
installation of traffic signals at Forest Drive and Holmes Road
can be made part of the construction contract to widen North
McLean Boulevard; and due to increases in the remaining services
because of cost of living increases for the years 1989, 1990,
1991 and 1992 . Additional engineering services were required due
to requested revisions to work completed in 1975, which were not
contemplated in the contract; and changes to the design
requirements after work was completed. The field observation
services are now contemplated to be performed in 1992.
Part of WALKER's original contract was to determine if traffic
signals were warranted on North McLean Boulevard between Big
Timber and I-90. The results of that warrant study indicated
that under current conditions traffic signals were warranted at
Forest Drive and Davis Road. The Forest Drive intersection met
the school crossing signal warrant, while the Davis Road
intersection met the peak hour warrant.
Future roadway system planning however, shows the shift in the
major traffic volumes to Holmes Road as future development
continues west of McLean Boulevard. Therefore the traffic signaq
will be constructed at Holmes Road rather than Davis Road. The
design of traffic signals was not included in WALKER's original
contract since it was not known at the time if engineering
services would be required. Contract Change Order No. 1 provide
for the design of a traffic signal at Forest Drive but did not
include the design of a traffic signal at Holmes Road. This
change order will complete the Forest Drive intersection and
provide for the design of the Holmes Road traffic signal.
WALKER has the engineering expertise to design these traffic
signals.
SUMMARY OP CHANGES IN CONTRACT AMOUNT: The amount of the
contract will be revised as follows:

staged construction.
2. Design changes due to changing the $ 1, 926. 00
standard design for the curb and
gutter section.
3 . Revise the plans to include left turn $ 4,239. 00
lanes at Forest Drive.
4. Provide traffic engineering services $10,500.00
to prepare traffic signal plans and
specifications for the installation of
traffic signals on North McLean
Boulevard at the intersections of
Forest Drive and Holmes Road.
5. Fee adjustments for the remaining $ 1, 240. 00
site observation services. Original
fee was $6, 400 and the following
multipliers are used to reflect the
cost of living increases for the
following years: 1989 - 1.046%;
1990 - 1.061%; 1991 (est. ) - 1.05%;
and 1992 (est. ) - 1.025. Therefore
$6,400 x 1. 046 x 1. 061 x 1. 05 x 1. 025
= $7, 644 rounding to $7,640. This
results in an increase of $1,240.00.
The present contract with WALKER Parking Consultants/Engineers,
Inc. including Contract Change Order No. 1 is for $57, 000.00. BY
reason of this Change Order No. 2, the contract for the North
McLean Boulevard widening project will be increased in the amouni
of Twenty-Nine Thousand Forty-Two and no/100 Dollars
($29, 042. 00) , the total contract value being Eighty-Six Thousand
Forty-Two and no/100 Dollars ($86, 042. 00) .
OTHER CONTRACT PROVISIONS: All other contract provisions shall
remain the same.

MEMORANDUM
TO: Mayor and Members of the City Council

SUBJECT: North McLean Widening
Revised Construction Schedule
PURPOSE: This memorandum will provide the Mayor and the Council
with information to consider a revised construction schedule for
the North McLean Widening project.
BACKGROUND: Plans and specifications for the subject project are
almost complete and bids for construction could be received in a
couple of months . The Big Timber Widening project has been awarded
by the State of Illinois and work is scheduled to begin April 2 ,
1990 . There are only two roads which allow access to and from
Century Oaks , North McLean Boulevard and Big Timber Road
The construction of Big Timber Road will take approximately 18
months to complete and will involve both a temporary one lane
bridge and a two lane roadway. Access to Big Timber will be
severely limited and difficult, at times, to use.
The North McLean Boulevard project will involve a temporary two
lane roadway for approximately one year. The access to the roadway
would be, as in the case of Big Timber Road, severely limited and
difficult, at times, to use.
The construction of both the Big Timber and McLean Widening
projects at the same time would leave the residents of the Centur '
Oaks area without adequate access to their homes. It would also
make access for emergency and business/manufacturing vehicles
rather difficult.
Access to the Tollway is at Illinois Route 31 with many of the
vehicles coming from Big Timber Road. The new interchange at
Randall Road and the Tollway will not be completed until about
August of 1990. Many of the motorists now using Big Timber Road
can reasonably be assumed will find alternate routes to get to the
Tollway, one being McLean Boulevard to Davis Road and to BoncoskY
Road. This will place a burdon on North McLean Boulevard.
The North McLean project includes the installation of new traffic
signals at the intersection of Forest Drive and McLean Boulevard.
It would be possible to install temporary signals at the interse -
tion which would ease the flow of traffic at this location durin
the construction of Big Timber Road. The signals would be parti 1-
ly actuated so that when there is no traffic on Forest Drive the
traffic on McLean Boulevard would be receive a constant green

light. The traffic signal controller that would be proposed for
these temporary signals would be of the type that would be incorpb,
rated into the permanent signal system to be installed at the
intersection.
FINANCIAL IMPACT: The cost of the temporary signals is estimated
to be $30,000 . 00 of which $15 , 000.00 worth of equipment will be
reused for the permanent signals to be installed as part of the
North McLean Widening.
RECOMMENDATION: It is recommended that the City Council reschedulle
the North McLean Widening project to begin in early 1991 and that
the staff be directed to take the steps necessary to provide for
the installation of temporary signals at the intersection of North
McLean Bou evard and Forest Drive.I

MEMORANDUM

SUBJECT: North McLean Blvd. Widening
Right-of-way Acquisition
PURPOSE: This memorandum will provide the Mayor and Council with
information to consider allowing staff to contact respective
property owners to discuss the acquisition of additional right-of-
way for the subject improvement.
BACKGROUND: This project, recommended by the Transportation
Committee of the ICBP, is included in the 1989 Budget. The consulh
tent, Walker Engineers , is now in the final stages of plan design.
The design included larger radii at locations where heavy truck
traffic is expected . The construction of the larger radii will
necessitate the acquisition of four small parcels by the City. The
parcels are depicted on the attached sketches.
FINANCIAL IMPACT: The cost of the additional right-of-way and
appraisals , if necessary, are not known at this time .
CONCLUSION: It is recommended that the City Council authorize the
staff to contact the owners to outline the proposed improvement and
point out the reasons for the need to acquire the additional
right-of-way.
