Rice, City Manager, be and is hereby authorized and directed to accept the proposal on behalf of the City of Elgin of Metcalf & Eddy for site exploration and testing of the D. H. Martin Oil Site Dear Steve: As requested, the following is the suggested scope of work for the investigation at the D.H. Martin Oil site. 1. MAGNETIC SURVEY (1 week) A magnetic survey will be conducted of the site to determine the presence or absence of large buried underground objects. 2. TANK TIGHTNESS TEST (1 week) Tank tightness tests will be conducted to determine the integrity of the underground storage tanks. The methodology of testing will depend on what volume of the tanks are yet filled with petroleum. 3. SITE INVESTIGATION* A. WORK PLAN (3 weeks) A work plan will be written outlining the planned activites of the site investigation. The work plan will include quality assurance procedures to be followed in the investigation. If the tanks are determined to leak, this work plan will be submitted to the State of Illinois as a joint document by the City of Elgin and D.H. Martin Oil in order to qualify for the Leaking Underground Storage Tank (LUST) fund. B. SOIL BORING INVESTIGATION (4 weeks) Soil borings will be conducted at locations depicted in Figure 1. The borings will be sampled continuously from the ground surface to the water table. Samples will be collected for head space analysis to determine the depth interval of greatest contamination. Soil samples from the depth intervals of greatest contamination will be submitted to a laboratory for analysis of BTEX. Soil samples collected near the underground storage tanks will be analyzed for TCLP lead in addition to BTEX. C. MONITORING WELL INSTALLATION (4 weeks) Seven monitoring wells will be installed in the soil borings at locations shown in Figure 1. These wells will be sampled and 85 W Algonquin Road, Suite 500. This report will be submitted to the State of Illinois if applicable to the LUST fund. All project costs and budget accounting will be detailed in this report as applicable to LUST fund requirements. *The time estimates for the site investigation do not include the time necessary to assemble reports required to qualify for the LUST fund if it is determined that there are one or more leaking underground storage tanks on site. In addition, the time required for the IEPA to review these documents has not been incorporated into these estimates. The proposed scope can be expanded or modified after you have had a chance to review it. If you have any questions or require any further information, please do not hesitate to contact us. D. H. Martin Petroleum Company PURPOSE: The purpose of this memorandum is to transmit a proposal for engineering services by Metcalf and Eddy for inspection of the D. H. Martin property for possible LUST fund coverage and for purposes of trial preparation in the pending condemnation proceeding. BACKGROUND: The pendency of the condemnation proceeding to acquire the D. H. Martin property and recent experience on South Grove Avenue has revealed the need to investigate the subsurface of the D. H. Martin property for possible tank leakage and contamination. Metcalf & Eddy has submitted the attached proposal for such services. FINANCIAL IMPACT: The cost of the proposed services is $20,445. The results of the test may result in a reduced value of the property. RECOMMENDATION: It is recommended that the proposal of Metcalf & Ed e accepted.
