WHEREAS, the Elgin Area Child Care Initiative provided al summer child care program in the City of Elgin. It is hereby agreed: 1 . The Elgin Child Care Initiative provided a .,program of supervised activities for children of employed persons . 2 . The Elgin Area Child Care Initiative will provide a written report to the City which will include the number of children served by its completed summer program, demographic characteristics of the children served including age, income, race, sex, and residence; and, a summary of revenues and expenditures made by the Elgin Area Child Care Initiative Program to implement its summer supervised activities for children of employed persons program. 3 . The City will review, the reports submitted by the Elgin Area Child Care Initiative and in the event that the City finds that the agency provided a program satisfactory to the City for summer child care in the City of Elgin, the City will remit an amount not to exceed $50, 000 to the Elgin Area Child Care Initiative for the purpose of reimbursing this agency for a portion of the services provided by its summer supervised activities for children of employed persons program. In witness whereof, the parties hereto have caused this agreement to be executed on the above written date. Rice, City Manager SUBJECT: Purchase of Service Agreement - Elgin Area Childcare Initiative Purpose: To consider a Purchase of Service Agreement with the Elgin Area Childcare Initiative organization. Background: As part of the Community Development Block Grant hearing process the allocation of General Fund dollars to certain organizations was considered and approved by the City Council. The Elgin Area Childcare Initiative was allocated $ 50,000 . to operate a summer S.A.F.E. (Supervised Activities for Children of Employed Parents) . The funds provided was for summer care for children from low income families. Financial Impact: The $50 ,000 allocation was made from a total of available General Fund dollars of $560,000. Therefore sufficient funds exist in the budget for this activity. Since this has been a summer program payments in the amount of $10,405 have already been distributed to Elgin Area Childcare Initiative. This agreement would provide for the distribution of the remaining funds and submission of a program report. Recommendation: It is recommended that the City Council approve the attached Purchase of Service Agreement. A copy has been forwarded to the Elgin Area Childcare Initiative. April 6, 1992 C/� ' ) CITY COUNCIL OF ELGIN I see in the Courier News that Elgin CHILD CARE INITIATIVE has asked for agrant of 60 000 from the CommunityDevelopment $ �► Block Grants. From the inception of this organization, I have felt that it is competing with our other private child care groups and NOT MINISTERING TO THE POOR but to the same parents who can pay full prices for child care. I know that the salary of the administrator waspaid for by United Way funds THE FIRST YEAR--which is unheard of with other groups. Also, the pay their teachers get is much higher than private schools can offer because they are allowed United Way Funds, use our schools and also apply for grant money such as this--all of which is our tax money--to subsidize their organization. Yes, we need child care, but FOR THE POOR! ! ! The last I heard this group was not helping the poor; the parents were paying full price for the convenience of leaving their kids at school. I object strongly that my tax money is going to subsidize an organization that competes with private child care in the area. Private schools can only affort $6.50-$7.50 for their teachers to take care of the parents' most precious possession--their children. They can't compete with Child Care Initiative because of these subsidzed items. Also these private schools count on their summer programs to tide them over until fall, yet Child Care Initiative is as'zing for a federal grant of $60,000; I have a feeling they will get it because of the influential people in Elgin who are supporting it and unless it has changed a lot it is a farce.
