FOR ENGINEERING OFFICE IMPROVEMENT WHEREAS, the City of Elgin has heretofore entered into a contract with Sinnett Builders, Inc. for engineering office improvement; and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1, attached hereto. The general contractor for this project is Sinnett Builders, Inc. of Elgin, IL. REASONS FOR CHANGE: This change order is required for the costs associated with the items requested by Engineering to be added to the improvement to further enhance the working environment for the engineering staff . By reason of this Change Order No. 1, the contract for the 1991 Engineering Office Remodeling will be increased in the amount of six thousand four hundred sixty nine and 00/100 ($6,469 . 00) , the total contract value being fifty thousand five hundred twenty nine and 00/100 ( $50,529 . 00) . BACKGROUND: The Engineering Division has outgrown the existing facility at 40 Ann Street. The existing area was remodeled and enlarged to its present size in 1973-74 and now it is too small to house the personnel assigned to the division. An architect was hired in 1990 to complete a design to expand the existing floor space and provide additional offices and room for drafting and computers . The design was laid out to utilize as much space as possible that was available under the roof and still provide space for the Police Department to store various vehicles . This plan would have provided for the addition of new offices and drafting space in the existing garage in the building. The estimate of cost for this work was approximately $250,000 . Based on the intent to incorporate the_ Engineering Division into the operation at the Civic Center within the next five years, it was decided to cut back on the plan and complete only the work necessary to provide working space for the short term. Personnel at B. I .S. were consulted as to how best reduce the scope of the project and still provide the needed additional space. The cut back in scope of the project involved a design/build concept. Three (3) local general contractors who specialize in • , this type of construction were invited to submit proposals to complete the work outlined on the attached sketch. We have also attached a sketch of .the existing office space. MAYOR AND MEMBERS OF THE CITY COUNCIL Ift February 7, 1991 PAGE 2 The three contractors who were invited to submit proposals were: Lamp, Inc. , Pace Construction, Inc . and Sinnett Builders, Inc . All three of the contractor submitted proposals . FINANCIAL IMPACT: The 1991 Budget includes $70,000 . 00 for the remodeling of the office. The low proposal, after review and • clarification, was submitted by Sinnett Builders, Inc . , in the amount of $44 , 060 . All of the proposals were very close to this amount. This leaves a balance of $25,940 in the Capital Budget for the remodeling, of the office area. This balance will enable us to purchase additional furniture beyond what is budgeted for the technical staff and the new Public Works Director. We will also consider acquiring partitions to provide work areas and to reduce the background noise . , Each of these will improve the conditions of the office and give it a more. efficient atmosphere. RECOMMENDATION: It is recommended that the City Council accept the proposal from' Sinnett Builders, Inc. , for the price of $44 , 060 . 00 and authorize, the City Manager and City Clerk to sign a contract for the Remodeling of the Engineering Division' s office.
