Akemann, as Applicant, and the Oak Grove Declaration of Trust, as Owner. . [ BACKGROUND An application has been filed by Attorney David Akemann on behalf of Oak Grove Declaration of Trust, requesting final plat approval for Oak Grove Subdivision. The subject property is located along Hoxie Avenue extended. The applicant proposes to subdivide the approximate 5.48 acre subject property into six lots. The lots would range in size from approximately 21,404. 10 square feet to approximately 54,149.10 . square feet. Four of the lots would be developed with single family residences. Two of the lots would be restricted for use as common open space (see attached Land Use Review) . UNRESOLVED ISSUES None. RECOMMENDATION At its regular meeting of April 1-, 1991, the Land Use Committee recommended approval of Application S6-91, subject- to the following conditions: 1. Revisions to the final plat, prepared by Alan J. Coulson, dated February 20, 1991, per the Engineering Division and the Planning Department. 2. Compliance with the revised final plat. 3. Compliance with E.M.C. Title 17 , Development Impact Fees. 4. Compliance with all other applicable codes and ordinances. RELATED COMMUNICATION 1. Akemann, Attorney 1795 Grandstand Place. , Suite. 6 Elgin, Illinois 60123 Subject: Application S6-91 Oak Grove Subdivision Dear Mr. Akemann: City staff has completed its initial review of the final plat of subdivision, prepared by Alan J. Coulson, dated February 22 , 1991. The following is a summary of our comments and recommendations: 1. Indicate the name of the developer on the final plat. 2. Lots five and six and the private road should all be combined into one ' lot, for use as common open space and the private roadway. Please revise the final plat accordingly. 3. Permanent stone or concrete monuments are required at each corner or angle on the outside boundary of the subdivision, and must be indicated on the final plat. 4. With regard to the area on the final plat, "hereby dedicated," please indicate to whom it is dedicated and for what purposes ("HEREBY DEDICATED TO THE CITY FOR ROADWAY PURPOSES") . 5. Please provide a topographical and profile study overlay. Include the required certificate signed by a registered professional engineer and the property owner, or the owner's attorney. 6. Indicate utility easements, public service facility easements, and storm and flood water run-off channels and basins on the final plat. 7. Provide a signed statement by a registered professional engineer that the plot accounts for changes in the drainage of surface waters in accordance with Ill; Rev. Stat. , Chpt. 109, Para. 2. EXHIBIT D 8. Indicate the boundary of the SFHA, the boundary of the floodway, and the flood protection elevation for each building site on the final plat. 9. Submit final engineering plans to Dave Lawry, of the Engineering Division. Said plans must comply with the provisions of the city code governing sanitary and storm utilities, water supply distribution, public utilities, and streets. 10. Provide Mr. Lawry with the cost estimate for all required public improvements. 11. Provide Mr. Lawry with a completion bond, irrevocable letter of credit, or cash in an amount equal to 110 percent of the estimate of costs necessary to complete all public improvements. 12. If the plat of subdivision is on computer disk, please provide Mr. Lawry with a copy of the disk. 13. Payment of a School •District Capital Improvement Development Impact Fee and a Library District Capital Improvement Development Impact Fee shall be due at the time of building permit issuance. This application is scheduled for consideration by the Land Use Committee on Monday, April 1 , 1991 . It is not necessary that these items be resolved prior to the Land Use Committee meeting. However, all issues must be resolved before we can schedule this for City Council consideration. Any items which cannot be resolved will be taken to the City Council as unresolved issues for final disposition by the Council. Re: Oak Grove Subdivision sr Final Engineering Approval Dear Mr. Roller: The final engineering review has been completed regarding the subject subdivision plans. The Engineering Division hereby approves the plans provided the following items are satisfied: 1. Provide documentation to show Army Corp. approval of the planned creek crossing improvements. 2 . Approved permits are received from the I .E.P.A. for the sanitary sewer and water main construction. 3. Provide documentation to show the Sanitary District of Elgin's approval of the planned sanitary sewer improvements. 4 . Have bridge plans signed and sealed by a registered Structural Engineer. 5. Revise plans in accordance with the following and submit 4 final copies: a) Revise Sheet 3 of 7 to show finished pavement grade. b) Revise compensatory calculations to include pavement as fill material. c) Submit a revised cost estimate. 6 .
