RESOLUTION
AUTHORIZING EXECUTION OF A PURCHASE OF SERVICE AGREEMENT WITH
THE HOUSING AUTHORITY OF ELGIN
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that George VanDeVoorde, Mayor, and Dolonna Mecum,
City Clerk, be and are hereby authorized and directed to
execute an agreement on behalf of the City of Elgin with the
Housing Authority of Elgin for the property commonly known as
355 Dundee Avenue, a copy of which is attached hereto and made
a part hereof by reference.

PURCHASE OF SERVICE AGREEMENT
CITY OF ELGIN, ILLINOIS/HOUSING AUTHORITY OF ELGIN
On this cwD day of }7'1Ck, , 199 qI , the City of
Elgin, Illinois, a municipal corporation (hereinafter referred
to as "City" ) , and Housing Authority of Elgin, a municipal
corporation, (hereinafter referred to as "Authority" ) , in
consideration of the mutually agreed upon covenants contained
herein, and for other good and valuable consideration the
sufficiency of which is hereby acknowledged, do hereby enter
into this agreement for the purchase of certain services, as
stipulated below:
1 . This agreement shall be in effect for a period
of one ( 1) year from the date of signing, unless renewed in
writing by both parties .
2 . The Authority agrees to lease the premises
located at 355 Dundee Avenue, Elgin, Illinois, from City.
3 . Authority agrees to pay the City the sum of one
dollar ( $1 . 00) .
4 . City agrees to provide all utilities to the
subject premises with the exception of telephone service,
which shall be the responsibility of Authority.
5 . Authority assumes responsibility for normal
maintenance and security for the premises; provided, that the
Authority shall not be responsible for damages or major
improvements caused by other parties .
6 . Authority will provide for the use of the

premises by various users, which shall include those community
organizations determined by the Authority to be appropriate,
including, but not limited to Mothers Against Gangs, Central
Elgin Neighborhood Council and Neighborhood Housing Services .
IN WITNESS WHEREOF, the parties hereto have caused
this agreement to be executed on the above written date.

MEMORANDUM
TO: Mayor and Members of the City Council
FROM: Larry L. Rice, City Manager
SUBJECT: Purchase of Service Agreement
PURPOSE
• To consider the attached Purchase of Service Agreement for 355
Dundee Avenue.
BACKGROUND
On April 17th during the Community Development Block Grant work
session one item of discussion was the use of 355 Dundee
Avenue. After discussion the City Council voted to lease 355
Dundee Avenue to the Housing Authority of Elgin. The attached '
Purchase of Service Agreement would implement leasing 355 Dundee
Avenue to the Housing Authority.
FINANCIAL IMPACT
The City would be responsible for the cost of utilities. The
building has already been added to the City' s insurance coverage.
RECOMMENDATION
It is recommended that the Purchase of Service Agreement be
approved. A resolution authorizing execution of the agreement
is on the regular agenda.
