JLLD • April 2, 1991 MEMORANDUM TO: Mayor and Members of City Council FROM: City Manager SUBJECT: 1991 Radio Equipment PURPOSE: The purpose of this memorandum is to obtain Council Authorization to purchase our 1991 radio equipment from Motorola Inc. BACKGROUND: Included in the 1991 Budget is over $60,000 for a variety of radio equipment (mobiles, portables, pagers, etc. ) . Although much of the equipment is for our Police and Fire Depart- ments, there is equipment for various divisions of Public Works and Parks. Because of the City's substantial investment in our Public Safe- ty Communications System (currently valued over $1,188,000) , staff continues to believe that it is in the City's best inter- ests to continue our long standing policy of negotiating for the purchase of Motorola radio equipment in order to ensure compati- bility and to facilitate both operational use and maintenance of the system. Negotiations have been completed, and the results of our negotia- tions are detailed in Motorola's proposal (Attachment A) . It is noted that: 1. The total negotiated amount for the equipment reflects a 21.7% discount from Motorola's current NET USER Prices, which are defined as their normal list prices (Attachment B) . 1991 Radio Equipment Page 2 411 2 . Several of those items have become available through the State of Illinois Joint Purchasing Program, and a number of the mobiles and portable ( Items A-C, H, J, L, and N-R) are being purchased at prices equal to or lower than last year. FINANCIAL IMPACT: There are sufficient funds available for this purchase of our 1991 radio equipment needs in the various capital budgets of the Police, Fire, Public Works, and Parks Departments under a variety of appropriation numbers. This item will be procured separately at a later date after these questions have been resolved. 2. The Police Department' s two (2) mobile data terminals (Item J) also are not included at this time; this equipment will be a component of our new E-911 System. Subtracting the proposed Public Works base station costs , it is noted that the total negotiated amount for the equipment reflects a better than 26 .6% discount from Motorola' s current Net User Prices, which is defined as their normal list prices (Attachment B) . 4 . This 26 . 6% discount from the Net User Prices is somewhat better than the discounts achieved in past years and is mainly due to the fact that several of the items are now available through the State of Illinois Joint Purchasing Program.
