RESOLUTION
ACCEPTING THE PROPOSAL OF
CONTINENTAL ENGINEERS & ASSOCIATES, INC.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to accept the proposal on behalf of
the City of Elgin of Continental Engineers & Associates, Inc .
for a structural field investigation and report for the Casa
Linda Apartment Complex, a copy of which is attached hereto
and made a part hereof by reference.

Dear Mr. Gehrman:
We are pleased to submit the following contract agreement for consulting
structural engineering for the above captioned apartment complex. It is our
understanding that the field investigation and report of our findings must be
completed by April 5, 1991 and that forensic activities may result.
The scope of our services and estimated fee(s) are outlined below.
1. ) Field investigation of 13 buildings.
Estimated Fee:
30 hours @ $120.00/hour (investigation team) _ $ 3,600.00
2. ) Field investigation of 1 fire damaged building.
Estimated Fee:
10 hours @ $120.00/hour (investigation team) _ $ 1,200.00
3. ) Analysis of field data and report for 13 buildings.
Estimated Fee:
24 hours @ $75.00/hour (principal engineer) _ $ 1,800.00
4. ) Analysis of field data and report for 1 fire
damaged building.
Estimated Fee:
8 hours @ $75.00/hour (principal engineer) _ $ 600.00
Our fee will be based on the enclosed Schedule of Fees. Further time or
technical details beyond the investigation or report are excluded from the
fee, but may be available at the hourly rates (see Schedule of Fees) . If
forensic activities will be required, our charges are as listed on the
Schedule of Fees.
Please note that a minimum of four (4) soil borings by others is anticipated
to assist our firm for analysis purposes (see "Work Not Included" on Schedule
of Fees) .

A $1,500.00 retainer will be required w yourg g of this contract
agreement. All invoices will be for actual hours spent plus for "Work Not
Included" as outlined in the Schedule of Fees. If unforeseen difficulties
arise and the hours spent will exceed the estimated time, our firm will
notify you.
Periodic invoices will be sent to you as work progresses. Invoices shall be
payable within 30 days of invoicing. The $1,500.00 retainer shall be applied
to the final invoice.
Please sign and return both copies of this proposal. We will return a copy
of the executed contract agreement to you. This agreement becomes effective
upon acceptance at the office of Continental Engineers and Associates, Inc.

WORK NOT INCLUDED:
The following (but not limited to) items, if required, would be billed to the
Client at our costs plus 10%:

2. ) Photographs and materials
3. ) Blue printing and reproductions
4. ) Field procurement of materials for testing
5. ) Laboratory reports of materials or tests
