TO: Mayor and Members of the City Council
FROM: Larry L. Rice, City Manager
SUBJECT: Approval of 1991 Miss Illinois Pageant Agreement
Included in the 1991 budget is the $10,000 Purchase of
Service Agreement with the Miss Illinois Scholarship Pageant,
Inc. Attached is the completed document which provides for a
number of promotional activities by the committee on behalf
of the City.
Last year marked the first such agreement with the Pag-
eant committee and, I believe, provided significant benefits
to Elgin as a result of their activities. Obviously the
subsequent naming of Marjorie Vincent as Miss America contrib-
uted. President Frances Skinner-Lewis is already working
with Diane Ramsay, Ed Spurr, and myself to further improve
the Pageant and involve the community this June.
FINANCIAL IMPACT
The contractual $10,000 is included in the Boards and
Commissions account of the General Fund Budget for 1991.
RECOMMENDATION
It is recommended that the City Council approve the
attached Purchase of Service Agreement with the Miss Illinois
Scholarship Pageant, Inc.
