RESOLUTION
AUTHORIZING THE SUBMISSION OF AND APPLICATION TO THE
ILLINOIS DEPARTMENT OF COMMERCE AND COMMUNITY AFFAIRS (DCCA)
FOR GRANT FUNDING AVAILABLE THROUGH THE
ILLINOIS CLEAN AND BEAUTIFUL PROGRAM
WHEREAS, the City Council of the City of Elgin, pursuant
to resolution authorized the city' s participation in the
Illinois Clean and Beautiful Program to be administered
through Elgin Proud and Beautiful, Inc. ; and
WHEREAS, at the recommendation of Elgin Proud and
Beautiful, Inc. the City of Elgin is applying to the State of
Illinois Department of Commerce and Community Affairs for
grant funding available through the "Illinois Clean and
Beautiful Program" ; and
WHEREAS, it is necessary that an application be submitted
by the City of Elgin on behalf of Elgin Proud and Beautiful,
Inc. and certain agreements be entered into with the State of
Illinois .
NOW., THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF ELGIN, ILLINOIS:
Section 1 . The City of Elgin shall apply for a $9,000
grant through the program under the terms and conditions of
the State of Illinois and shall enter into and agree to the
understandings and assurances governing the receipt and
utilization of the aforesaid grant funds.
Section 2 . The Mayor and City Clerk, on behalf of the
city,- shall be empowered to execute such documents and all
other agreements as may be considered necessary for carrying
out the stated activities outlined within said application.
Section 3 . The Mayor and City Clerk are authorized to
provide, such additional information as may be. required to
accomplish the obtaining of a grant offer.
Section 4 . That the City of Elgin shall and does hereby
commit the sum of $3,750 in local funds as identified in said
grant application to be used along with grant funds in the
amount of_ $9, 000 to implement the Illinois Clean and Beautiful
Program.

MEMORANDUM
TO: Mayor and Members of' the City Council

SUBJECT: Elgin Proud and Beautiful, Inc.
Grant Application
PURPOSE: The intent of this document is to provide informa-
tion which explains a grant application prepared by Elgin
Proud and Beautiful, Inc. (EPB) .
S BACKGROUND: The Illinois Department of Commerce and Communi-
ty Affairs (DCCA) is again implementing the Illinois Clean
and Beautiful Program. The purpose of this program is to en-
courage recycling and community improvements through the estab-
lishment of recycling and solid waste programs .
Solid Waste Management Funds are available to DCCA for
distribution as grants to local governments with certified
Keep America Beautiful' Programs . EPB has made arrangements to
apply for a third grant. EPB received the first grant in the
amount of $7,500 following this same procedure at a council
meeting on 12-14-88, and a second grant for $4,950 per council
approval on 9-27-89 .
Only units of local government may apply for funding.
Therefore, EPB proposes an Agreement with the City of Elgin
in order to complete the application. The deadline for the sub-
mittal is February 25, 1991 . EPB will meet that deadline and
submit the balance of the signed documents following City Coun-
cil approval .
Attached are details of the grant application. Included
is the proposed Agreement between EPB and the City of Elgin.
Funds approved by DCCA will be awarded to the City of Elgin
and forwarded to EPB per that Agreement.
• FINANCIAL IMPACT: There is no cost to the City of Elgin.
The maximum grant award will be $11,000 . The EPB application
amounts to $9, 000 .

EPB will be obligated to supplement t grant funds with

an equal amount of funds from other sources. Contributions
and donations to EPB are planned to meet this requirement as
they have in the past. The City of Elgin will not be obligated
to meet the match as specified in article 3 of the Agreement.
For your information, the 1991 Boards and Commissions Budg-
et includes a $3, 750 payment from the City to EPB as on-going
support for this community organization.
RECOMMENDATION: It is recommended a resolution be ap-
proved authorizing the submission of and application to the
Illinois Department of Commerce and Community Affairs for
Grant Funding, in the amount of $9,000, available through the
Illinois Clean and Beautiful Program, and also authorizing
the execution on behalf of the City of Elgin, of the Agree-
ment with Elgin Proud and Beautiful, Inc.

SCOPE OF WORK
A number of activities have been planned by Elgin Proud and
Beautiful for the coming year. In the next four months, we will be
presenting a teacher ' s workshop, participating in the Keep America
Beautiful promotion with Proctor and Gamble, planning a semi-
hazardous household waste day, and assisting the city to publicize
the implementation of a plastics recycling program.
The Proctor and Gamble Company is offering a promotion to local
stores that includes recycling information and is in conjunction
with Keep America Beautiful . Elgin Proud and Beautiful is
proposing an Environmental Fair at one of the local supermarkets .
Other environmental organizations in the community will assist by
having a demonstration of recycling or some other environmental
concern. Elgin Proud and Beautiful will be in charge of the
arrangements as well as publicizing the event . The Fox Valley
Environmental Council will be assisting us with the event .
Elgin Proud and Beautiful will be offering a recycling workshop to
area teachers. This will be an activity-based training to
introduce recycling to the teachers as well as to give them the
chance to participate in the exercises that they can use in their
classrooms. We will be giving them a notebook of materials that
IIIthey will be able to use in their classes. Materials will be taken
from a number of sources. We will also purchase a copy of KAB ' s
Overview of Solid Waste and Solid Waste Stream poster for each of
the teachers who attend the workshop. In order to offer this for
credit, we include a field experience for which a bus is rented.
We then take the teachers on a tour of recycling facilities and
landfills .
For the past two years, . Executive Coordinator, Marti Jernberg has
been traveling to classrooms in the school district teaching
recycling and paper recycling. It would keep interest higher if we
could offer further demonstrations . For this, we will purchase a
toaster oven, cookie sheets, cookie cutters, and muffin tins to
demonstrate plastic recycling, and a sauce pan, a measuring cup
and/or glass beaker, and Cerrobend to demonstrate aluminum
recycling.
Last October, the City of Elgin and Elgin Wayne . Disposal ,
established two drop-off facilities that allow the residents to
recycle plastics. Plans are now underway to expand the curbside
program to include plastics . It is hoped that this will begin to
some extent on June 1 . Elgin Proud and Beautiful will assist in
publicizing this program. We plan "to purchase a promotional item
and print a brochure to distribute at events; we also plan to
purchase newspaper ad space, and radio air time to let residents
•know that the program is beginning and how it will be implemented .

There has been much interest in holding a Household Hazardous Waste

Day. Plans are being developed to have a collection of what could
be termed "semi-hazardous waste" : we plan to collect only paint ,
motor oil and antifreeze. Safety-Kleen, Inc. , a local Industry,
has agreed to assist us in this project .
Along with these events, we will of course, be pursuing Keep
America Beautiful Month activities that help to encourage litter
prevention and beautification. Some of these will be Keep America
Beautiful Sunday mailings, Arbor Day participation, and
participation in events held by other organizations in the
community (e.g. , Youthfest, Pre-school Fun Fair) .

AGREEMENT

1. The City of Elgin shall provide to Elgin Proud & Beautiful, Inc.
the sum amount hereinbefore mentioned in accordance with the
terms and conditions of the grant as setforth in the State of
Illinois, Clean and Beautiful Program, and specifically
incorporated herein, and in accordance to any subsequent
provisions, requirements and assurances promulgated by the State
of Illinois that apply to said grant. Said subsequent
requirements shall be specifically incorporated herein.
2 . The City shall be obligated to provide said grant funds to Elgin
Proud & Beautiful, Inc. only on the condition that said funds
shall be available from the State of Illinois. Failure of the
City to receive grant funds from the State of Illinois shall
cause this agreement to be terminated. Should the Grantor
receive funds less that the full amount anticipated in the
contract, the Grantee will receive an amount proportionate to
the amount received by the Grantor.
3. The City of Elgin is not required to meet the match for this
grant. Any funds left unmatched by Elgin Proud & Beautiful,
Inc. at the end of this grant term will be returned to the State
of Illinois.
W . Elgin Proud & Beautiful, Inc. agrees to, and shall follow and
adhere to all the provisions, requirements and assurances set
forth in the grant award document herein. Further, Elgin Proud
& Beautiful, Inc. agrees to and shall follow any subsequent
provisions, requirements and assurances promulgated by the State
of Illinois and applicable to the above mentioned grant.
Failure to adhere to the above mentioned requirements,
provisions and assurances shall cause this Agreement to be
terminated at the discretion of the City and/or State.
5. Elgin Proud & Beautiful, Inc. , fits officers, agents, employees
and assigns agree to hold the City and State of Illinois
harmless from any and all liability, claims, damages and
litigation arising from, or under the terms of this Agreement.
6. This Agreement shall be binding upon the Grantee and Assigns,
except that the Grantee may not assign or transfer its rights
without prior written consent of the State. This Agreement
shall inure to the benefit of the Grantor and its Successors and
Assigns.
7. All federal and state laws insofar as are applicable shall be
specifically made a part of this Agreement and set forth herein.
This Agreement shall be governed by the laws of the State of
Al.
Illinois. In the event any provision of this Agreement shall be
held invalid or unenforceable by any court of competent
jurisdiction, such holding shall not invalidate or render
unenforceable any other provision hereof.

Agreement
9. The terms and conditions of this Agreement may only be amended
or supplemented by written agreement of both parties to make
such amendment or supplement.
10. The City and Elgin Proud & Beautiful, Inc. agree that no oral
change or modification of this Agreement shall be allowed and
that no claim based •upon any purported oral change or
modification shall be made.
11. It is agreed between the parties that this Agreement, with
attachments, as written, is the full and complete agreement
between the parties and that there are no oral agreements or
understandings between the parties other than what has been
reduced to writing herein.
12. All information contained in the application as stated by the
Grantee is correct and accurate, any material misstatement
verified by the State of Illinois may be considered a breach of
the contract, and may result in the termination of the contract
at the discretion of the State.
13. This Agreement shall be effective upon the signature of all
parties.
