Both are willing to continue serving on the board. JoAnne Foley is not an Elgin resident. However, the ordinance establishing the board only states that the members of the board shall be determined on the basis of their ability and experience. JoAnne is the emergency room coordinator at one of the hospitals . The reappointments should be made retroactive to May 1, 1991 . Should this be discussed at the Executive Session Wednesday night, February 26?
