Rice, City Manager Subject: Big Timber and Randall Roads Temporary Signals PURPOSE: This memorandum will provide the Mayor and Council with information to consider participating with Kane County in the installation of temporary traffic signals at Big Timber and Randall Roads . • BACKGROUND: The City and County currently have an agreement whereby the City and County would participate in the improvements to Big Timber Road between McLean and Randall Roads . Traffic counts and a check of accident data were recently completed for the intersection. The traffic has increased significantly since the spring, 1989 . Unfortunately, in addition to the above, the accidents at the intersection have also increased for the period of 1988 through November 15, 1990. See the attached note from the Elgin Police Department (E.P.D. ) . Currently the E .P.D. has a police officer at the intersection directing traffic each evening from 4 : 00 p.m. to 6 : 00 p.m. Kane County's Transportation Committee is considering this project at their December 19, 1990 meeting. The County's staff is recommending that the project proceed. FINANCIAL IMPACT: The cost of this work is estimated to be approximately $40,000 . 00, which will include detector loops similar to those used at the intersection of Forest Drive and McLean Boulevard. Based on the aforementioned agreement, the estimated cost split between the City and County would be 50/50, or about $20, 000. 00 for each. The funds for this work would from the 1991 Street Improvement Program since this work would not be started and completed before February, 1991 . BELL AND GUSTUS INC WILL PROVIDE A STANDARD DIAL UP PHONE SITE I INSTALLATION DETAILS BELL AND GUSTUS INC WILL INSTALL AND ACTIVATE THE RADIO INTERCONNECT INTERFACE UNIT LINE ON AN AS NEEDED BASIS FOR UP TO 90 DAYS AFTER SYSTEM AND ALL OTHER MATERIAL LISTED BELOW FOR SITE 1. ACTIVATION. THE CITY OF ELGIN WILL ACCEPT THE EQUIPMENT AND ITS SITE 1 MATERIALS: INSTALLATION UPON SUCCESSFUL TURN ON AND ACTIVATION OF THE 1 RADIO INTERCONNECT INTERFACE UNIT EQUIPMENT. THE CITY OF ELGIN TRAFFIC SIGNAL ENGINEER WILL I INTERCONNECT INTERFACE HARNESS DETERMINE THAT THE EQUIPMENT IS OPERATING PROPERELY. THIS 1 900MHz TRANSCEIVER MODULE WILL BE DETERMINED BY THE TRAFFIC SIGNAL ENGINEERS ABILITY TO 1 ANTENNA CONTACT THE LOCAL CONTROLLER BY USING THE EXISTING CITY OF 1 ANTENNA SUPPORT ELGIN CENTRAL OFFICE TRAFFIC SIGNAL COMPUTER AND ITS EXISTING 1 ANTENNA CABLE AS NEEDED MULTISONICS CENTRAL OFFICE TRAFFIC SIGNAL COMPUTER SOFTWARE. 2 CABLE CONNECTOR THE CENTRAL OFFICE COMPUTER WILL CONTACT THE LOCAL CONTROLLER 2 SERVICE MICROPHONES AT SITE 2 USING THE PHONE LINE PROVIDED BY BELL AND GUSTUS 1 OSAM-32 ON STREET MASTER INC AND THE RADIO INTERCONNECT INTERFACE SYSTEM INSTALLED AT 1 HAYES 2400 SMARTNODEM OR EQUAL SITE 1 UNDER THIS CONTRACT.
