RESOLUTION
AUTHORIZING EXECUTION OF A REAL ESTATE SALES CONTRACT
(Royal Boulevard and Randall Road)
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS, that Larry L. Rice, City Manager, be and is hereby
authorized and directed to execute a Real Estate Sales
Contract on behalf of the City of Elgin with the First
National Bank of Elgin, as Trust No. 4520 and Not Personally,
for the property located at Royal Boulevard and Randall Road,
a copy of which is attached hereto and made a part hereof by
reference.

Subject: Property for the Westside Fire Station
Purpose:
The purpose of this memo is to inform Council where we are at in the
• process of purchasing a Westside Fire Station site .
Background:
At your direction we are proceeding with negotiating the purchase of
a fire station site . To start the process we needed soil borings and
a site survey of the proposed property. Upon completion of the site
survey we found that the slope of the property will require us to
raise the property 8 to 10 feet at the back end of the site. To
resolve this issue our architect advises two alternatives :
1 . Expand the size of parcel by 6150 square feet so
the building and parking lot can be located to
accommodate the slope.
2 . Build a concrete retaining wall around the rear
and sides of the property. This would be esti-
mated at from 5 to 6 feet high to level off the
area.
We have contacted the owners to see if they would be willing to sell
us the additional property. They have agreed to sell us the addi-
tional land .to accommodate our building at the appraisal price.

Financial Impact:
The cost of each option is approximately $40 ,000 .
Recommendation: 410
It is staff ' s recommendation to purchase the additional land to
correct this situation. By doing so will produce a much more pleas-
ing appearance than the retention wall alternative. This certainly
will be more acceptable to current neighbors of the property.

SUBJECT: West Side Fire Station Site
PURPOSE
The purpose of this memorandum is to provide the Mayor
and City Council with information on the cost of acquiring a
fire station site.
BACKGROUND
City staff has been directed to locate and acquire a fire
station site in the vicinity of Randall Road and Royal Boule-
vard. Recently a . 88 AC site on Royal Boulevard was offered
to the City for $7 . 00 a square foot, or $269 , 829 (see attached
correspondence and site sketches) . Subsequently, staff or-
dered an appraisal for the parcel . Although the written re-
port will not be available until Friday (September 14) ,
Coleman Land Company has verbally indicated the fair market
value of the property to be $6 .50 a square foot, or $250 , 555 ,
approximately $19 , 270 less than the asking price.
FINANCIAL IMPACT
There is $200 ,000 in the 1990 Bond Issue for the acquisi-
tion of a site for a west side fire station.
RECOMMENDATION
The staff considers the above parcel an ideal site for a
fire station. If the City Council concurs, staff should be
directed to acquire the property at a cost not to exceed $7 . 00
a square foot .

Re: West Side Fire Station Site Acquisition
Dear Erv:
Following your inquiry of August 9, 1990, regarding the
availability of the Royal Boulevard fire station site I contacted
Dr. Khazei, the managing partner of the ownership group and I am
enclosing herewith a copy of his response.
In order to avoid any misunderstandings, I am enclosing
a photocopy of a portion of a plat of survey prepared by John
Burnidge covering the acreage that Dr. Khazei is referring to in
his letter. This is the same property that Safety-Rleen's land
planners had showed to Chief Henrici and I am assuming that we
are talking about the same piece of property.
For your information, I am aware of a transaction
pending in the immediate vicinity of the subject property at
$7 .46 per square foot. Thus, this asking price is not
particularly out of line based on what is going on in the general
area.

Please call me if you need any further or other
information in this regard. Either you or a representative of ,
the City may feel free to contact Dr. Khazei direct if it is
deemed desireable.
