April 23, 1990 Fire Chief John Henrici City of Elgin 150 Dexter Court Elgin, IL 60120 Subject: Fire Station Site McLean Boulevard and Spartan Drive Dear Chief Henrici, This letter will confirm our recent conversation regarding the McLean Boulevard site. We understand that the actual building construction is to be coupled with the construction of the far west station near Randall Road. These two stations must be completed before present Station #4 can be closed. However, the soil conditions at the McLean Boulevard site need to be corrected before the station can begin. This work can be done as soon as feasible. We recommend the first alternative of our letter of September 26, 1989, be followed. In discussing the McLean Boulevard site, it is necessary to bear in mind that the site topography slopes down and away from McLean Boulevard and it will be necessary to bring some structural fill onto the site to place the building floor at an elevation that will make easy access to McLean Boulevard. In addition the existing soil is unsuitable for foundation support to a depth varying from four feet to eight and one-half feet below the existing grade. Recommendation: Remove all unsuitable material under the building and driveway areas and replace with compacted structural fill to the final floor elevation. Depths of unsuitable material vary from four feet to eight and one- half feet below the existing grade. Total depths of fill (to replace unsuitable soil and to level building area) will vary from eight feet to fourteen feet. A conventional building foundation and floor slab can then be constructed on the acceptable materials. Fire Chief John Henrici Page 2 April 23, 1990 City of Elgin 1. We propose to prepare the necessary drawings and specifications and contract bidding documents for the excavation of unsuitable material and the placement of compacted structural fill at our normal and customary hourly rates stated in Paragraph 14.4.1, of our original agreement, the total cost not to exceed $6,000.00. 2. Approval of structural soil material delivered to the site and tabulation of compaction tests at the site by a soils engineer employed by the city at their normal and customary hourly rates. April 24, 1990 Fire Chief John Henrici City of Elgin 150 Dexter Court Elgin, IL 60120 Subject: Fire Station Site McLean Boulevard and Spartan Drive Dear Chief Henrici, We have previously discussed the need for a sanitary sewer at the site of the building. Presently, the closest sanitary sewer terminates in a manhole on the west side of McLean Boulevard and approximately 160 feet north of the north property line. In addition, the existing line is too shallow to serve the new fire station with a gravity line. We have discussed this situation with Everett Scheflow, Civil and Sanitary Engineer, in Elgin, with whom we have worked in similar situations. We propose to extend the gravity sewer line east across McLean Boulevard by jacking a casing and line under the pavement to a new manhole on the east side of the street. Then install an ejector pump in a basin at the new fire station and install a force sewer main from the basin uphill to the new manhole. This line will have to be installed in a new easement or on the right-of-way. Since this is an off-site improvement, is is an additional service as it is not normally encountered in the average building program. We have included a copy of Mr. Scheflow's letter to us dated April 23, 1990, outlining his work and lump sum fee to us of $1,800.00. We will then include his drawings and details in oru drawings and our `specifications for bidding documents. The total lump sum cost including consulting engineer's fee would be $3,000.00. Fire Chief John Henrici Page 2 April 24, 1990 City of Elgin Some additional cost to the city will be necessary to furnish any survey information; and/or easement plats if required; permit fees; etc. These items are noted in the engineer's letter to us. The length of time to receive approval from the various authorities having jurisdiction and the time for granting easements, if necessary, is difficult to predict. An early beginning of this process would help the final construction schedule. It is assumed that the pump will be located in a basin inside of the fire station. 4. Preparation of Illinois Environmental Protection Agency ( IEPA) permit application for the sewer extension and connection of the building if required by IEPA regulations. 5. Submit plans to authority having jurisdiction over McLean Boulevard. 6. Submit plans to Sanitary District of Elgin for review. 7. Preparation of as-built plans as required by Sanitary District of Elgin. Owner or Architect to provide the following: 1. Right of way, boundary or easement surveys if required. 2. (We will provide the necessary details to the architect) 4. Design of electrical service to the pump installation and control and surveillence equipment. 5. Field stakeout and construction inspection as may be required by regulatory bodies. We will submit plans for review within 4 weeks after a notice to proceed. Payment for the work is as follows: 1. 90% of the fee 30 days after submission of documents to the architect. 2. Remaining 10% when plans are approved and permits are received. Other Matters 1. The Engineer does not warrant that permits can be received from the authorities having jurisdiction. If permits are not available thru no fault of the Engineer, the Engineer shall be paid in full within 30 days after determination that permits arenot available. We call your attention to the fact that the existing sewer cannot be extended by gravity to the property and therefore it will be necessary to install the ejector pump discharge piping in public right of way unless easements are available. Rice, City Manager SUBJECT: Bid #90-108 Fire Stations Construction PURPOSE The purpose of this memorandum is to award a contract for the construction of three (3) fire stations . BACKGROUND On Friday, December 7th, fourteen bids, including seven • from Elgin, were received and opened for the construction of three ( 3) fire stations as detailed on the attached "Summary of Bids" . Our architects, Kaltenbach & Ferenc, and staff have completed their evaluation of the bids and recommended that the lowest, responsive bidder, Skender Construction, Inc. of Palos Hills, be awarded the entire contract for a total amount of $1; 761, 000.; please refer to the attached letter from Kaltenbach & Ferenc, dated December 12th for details . FINANCIAL IMPACT The proposed 1991 Budget indicates that there is a total of $1,744 ,000 to_ be available for this project from the fol- lowing sources : Fund 389 - . 1989 G.O. Bond Issue $1,062, 000 Fund 390 - 1990 G.O. Bond Issue 552,000 Fund 391 - the proposed 1991 G.O. Bond Issue 130,000 The proposed 1991 G.O. Bond Issue will have to be in- creased to approximately $168,000 in order to cover the $17 ,000 shortfall on this contract and to enable the Fire Department to purchase an estimated $21,000 in furnishings and equipment for these new stations . A resolution express- ., ing the Council 's intent to utilize funds from the proposed 1991 bond issue to help finance this contract should be passed at your next meeting. Kaltenbach Kaltenbach and Ferenc, Architects • SUBJECT: Proposals for Three Fire Stations Notices were published and competitive bids were solicited for the new fire stations located on McLean Boulevard, Villa Street and Royal Boulevard. All three buildings are basically the same except for a sewage pump that is required in the McLean Boulevard station. Proposals were received from fourteen .contractors and bids were publically opened on December 7, 1990. A copy of theSummary of Bids is attached. You will note that bids were requested for individual • stations; separate site work costs for each station; and a separate lump sum bid for all three stations including all site work. A separate bid was also taken for the cost of equipment lockers and personnel lockers, if these were elected to be added to each station. Immediately after the bids were opened, two contractors, Elgin Builders and Seagren/Shales, asked to withdraw their bids stating that their lump • sum bids for the three stations and site work were in error. Their totals did not include site work costs as a part of the combined bid. A review of the three station cost bid by Seagren/Shales readily confirmed the error. After removing these two bids from the list for consideration, the appar- • ent low bidder is Skender Construction Inc. of Palos Hills, Illinois. Since we have not worked with Skender Construction on a project, we requested a Contractor's Qualification Statement and a list of, previous projects and references for review. The firm has been in business _for thirty-five years. Twenty-five years under the name of J.C. 'Skender Construction Co. and ten years under their present name, Skender Construction Inc. They maintain their offices at 10101 South Roberts Road in Palos Hills. Skender is basically a general contractor doing their own concrete work, carpentry and project admini- startion. Projects have been in an area up to three million dollars. Architectural and owner references contacted reported that the firm performs "quality work", "are capable and conscientious", and the firm's administrative work is "responsive and thorough". At a meeting with Joseph Skender, vice president, and Robert Geraghty, project manager, on December 11, the drawings, specifications .and scheduling were dis- cussed, if an award were to be made. All stations would be constructed simultaneously with the first station scheduled for substantial completion by July, 15, 1991, and the others to follow at approximately thirty day intervals. • We would recommend an award of contract for all three stations including site work for $1,725,000.00 and the addition of the storage and personnel lockers for $36,000.00 to Skender Construction Inc. This makes a total of $1,761,000.00. BACKGROUND: Eighteen area contractors were solicited and five bids were received for the site preparation work for the new Mclean Blvd. Fire Station as detailed on the attached "Summary of Bids" sheet. This work involves the excavation of unsuitable materials from the building site and then replacing it with suitable compacted structural fill material, which will be taken from the Borrow Area designated on the attached location map. Kolenbach & Ferenc, our architects for the Fire Station project, has completed their evaluation of the bids received as detailed in their attached letter of recommendation, dated July 18th. FINANCIAL IMPACT: There are sufficient funds available for this site preparation work in the 1988 General Obligation Bond Issue Fund under the heading "Fire Expansion" (Approp #388-991-9909 Budget: $108 , 000) . RECOMMENDATION: The recommendation 'is to award this contract to the overall, low bidder, Illinois Hydraulic Construction Company, for a total amount of $68 , 248 . 00 . Kaltenbach Kaltenbach and Ferenc, Architects SUBJECT: Proposals for Site Preparation for Fire Station McLean Boulevard and Spartan Drive Elgin, Illinois Notices were published and competitive bids were solicited for the site prep- aration work at the South McLean Boulevard Fire Station Site. Proposals were received from five contractors and bids were publicly opened on July 17, 1990. A copy of the Summary of Bids is attached. You will note that the bids were requested on a single lump sum basis for the excavating of unsuitable material and the placement of compacted structural fill on the building site. The bid of $68,284 from Illinois Hydraulic Construction Co. is the apparent low bid. However, when the alternate suggested by Turner Brothers Exca- vating is deducted from their base bid($79,800 - 10,500) , their bid could be $69,300. This voluntary alternate is for use of structural clay material from a second site in lieu of the site on City property designated for this use. In any event, theirs would still not be the lowest bid received. After careful review of the proposals received, a comparison with the archi- tect's estimated $79,500, and conversation with the two low bidders, it is our recommendation that the contract for the site preparation work be awarded to Illinois Hydraulic Construction Co. , for the low bid of $68,248.00.
