• Progress invoices for engineering services will be issued monthly and shall be due and payable upon receipt.
Remediation services may be invoiced as frequently as weekly. Balances past due more than thirty(30)days shall
be subject to a monthly finance charge of 1.5 percent(which is an annual rate of 18 percent,per year)until paid.
• Holidays observed include New Year's Day, Memorial Day, Independence Day, Labor Day,Thanksgiving Day, day
following Thanksgiving,Christmas Eve Day,and Christmas Day.These days are not included as work days in

Dear Ms. Nier:
Warzyn Engineering Inc. (Warzyn) welcomes the opportunity to submit this proposal to
City of Elgin for the performance of a Phase I Environmental Assessment of the Farm
Colony Property located in Elgin, Illinois. This proposal is provided in response to your
February 1, 1990 discussion with myself. To assist you in review of our company and
proposal, I have included a brief summary of Warzyn's qualifications and our approach
to environmental assessments. A description of proposed project tasks, a schedule for
project performance, and an estimated budget are also provided.
INTRODUCTION
Warzyn provides a multi-disciplined staff of more than 250 employees with varied
technical expertise and many years of experience. This staff provides the capabilities
required to respond effectively and in a timely manner to a wide range of environmental
issues. Warzyn has conducted hundreds of site evaluations and environmental
assessments related to real estate and property transactions, ranging from paper reviews
of existing documents to comprehensive field investigations including collection and
analysis of environmental media. The magnitude of such studies is usually determined
by time constraints and client perceptions or concerns.

Because of the variety of sites and environmental problems which exist today, Warzyn
performs environmental assessments using a phased approach, as outlined in the
attached 'Property Assessment Methodology." This enables an initial assessment of
possible site problems, while containing costs for the client. The phased approach also
provides for interaction between Warzyn and the client during decision-making stages.
As a full-service engineering firm, Warzyn can perform all phases of environmental
investigations, as discussed in the attachment. In addition, we are experienced in and
offer services associated with the development and design of cleanup alternatives and
performance of remediation activities.
SCOPE OF WORK
It is understood the investigation site consists of the 140 acre farm colony. This property
has not been farmed for over 20 years. There are 3 small 1-story brick buidings which
were used as dormitories and are now being used for storage.
Warzyn proposes to conduct a Phase I Environmental Assessment of the site. The Phase
I will concentrate on visual observation of the property during a site walkthrough, and
collection and review of available background information concerning the site. Based on
the nature of this site, Warzyn will specifically conduct the following services:
• Perform on-site visual survey to assess potential areas of contamination;
• Investigate past land uses through review of aerial photographs or the historical
documents, as available;
• Review past and present on-site hazardous material use and waste disposal
practices, as appropriate;
• Identify possible presence of underground storage tanks, wells or other buried
articles that may pose an environmental concern;
• Identify possible on-site impacts resulting from surrounding land use;

• Report on-site waterbodies, surface water discharges, wetlands, and other
environmentally sensitive areas;
• Prepare a technical report.
The technical report will summarize the performance and findings of the environmental
assessment, and will include a history of the property ownership and operations, site-
specific observations, identification of potential environmental concerns, and
recommendations for corrective actions or further investigative activities, as requested by
the client.
In addition to conducting the standard Phase I activities listed above, Warzyn's site
representative will be prepared to collect bulk samples from potential asbestos
containing materials (ACM) in exposed areas. This will provide general information
regarding the presence of ACM within the facility and on specific structures. Common
application of ACM is as pipe wrapping, boiler cover, spray-on above drop ceilings, and
ceiling and floor tiles. Samples will be collected from damaged material areas (e.g. torn
pipe wrap), where possible. Collected samples will be sent to an analytical laboratory
certified by U.S. EPA for analysis of asbestos. Analytical results will indicate the type
and percent of asbestos (if present). For budgeting purposes, it is assumed a maximum
of 3 bulk samples will be collected and analyzed.

SCHEDULE AND COST ESTIMATE
Warzyn proposes to conduct this Phase I Assessment in accordance with the enclosed
Warzyn Engineering Inc. Professional Services Agreement (PSA) for a lump sum of
$4,500. If additional services are requested by the client such as sampling and analysis
(i.e. Phase II activities), these services will be invoiced on a time and materials basis
according to the attached fee schedules. Authorization to proceed can be accomplished
by returning one signed copy of the PSA and Work Order.
Warzyn will complete this assessment within three (3) weeks after receipt of a signed
PSA and work order, accompanied by the retainer payment, unless information sources
cannot supply data within this time period, and provided reasonable access to the
property is provided by the client. It is assumed the site visit can be accomplished in one
day. After the site walkthrough, Warzyn will contact the client and discuss the results of
the investigation. Unless otherwise directed by the client, Warzyn will then prepare the
final project report, and provide three (3) copies to City of Elgin.
CLIENT RESPONSIBILITIES
Right-of-access to the site will be provided by City of Elgin. A representative of the
owner or current tenant should be available onsite at the time of the site visit, unless
other arrangements have been made. Information collected during the assessment will
be maintained as confidential unless disclosure is required of Warzyn by a properly
issued and served subpoena. Should such circumstances exist, Warzyn will notify City of
Elgin before any such disclosure is made. City of Elgin understands the assessment may
uncover conditions that, by law, it must report to a regulatory agency and acknowledges
that in such circumstances, Warzyn shall have no responsibility to do so.

PROPERTY ASSESSMENT METHODOLOGY
WARZYN ENGINEERING INC.
Warzyn Engineering inc. conducts the Environmental Assessment process using a phased
approach. This approach allows us to provide more consistent and cost-effective services
for our clients, and facilitates scheduling, quality control and overall coordination of our
support services. Information is collected and evaluated in stages, and discussed with the
client upon the completion of each phase. Further activities are then initiated after
mutual agreement between the client and Warzyn. Commercial, residential and
undeveloped property assessments are typically completed in one phase; however,
second and third phase activities may be required for industrial properties, properties
exhibiting substantial contamination or sites for which remediation is required.
Phase I - Environmental Assessment
The Phase I Assessment includes the collection and review of site-specific background
data, and an on-site visual reconnaissance of the property. The background survey
focuses on determining past and present use of the property. This data may include:
• site plans
• landuse/zoning maps
• USGS topographic maps
• historical aerial photographs
• permits or permit applications
• permit violation and corrective action documentation
• waste characterization sheets
• soil borings or water well logs
• information on present and past plant practices
• past and present waste disposal practices
• past and present land use
• Federal and State lists of CERCLA(Superfund) sites
• State landfill lists (active/inactive)
• underground storage tank registrations
Appropriate regulatory agencies will be contacted regarding past operations at the site.
Air, water, wastewater, or hazardous waste permits or permit applications will be
reviewed, in addition to copies of permit violations and corrective actions. Readily

available site information, such as USGS topographic maps, Soil Conservation Service
soil maps, State Water Survey publications, State wetland and Floodway maps, and
miscellaneous maps and publications regarding the general geological and hydrological
conditions at the site, may also be reviewed.
A visual walk-through of the site will be made after or during the review of available
information. An Environmental Specialist will look for signs of potential environmental
problems or concerns, which may include buried or discarded drums or containers;
stained, discolored or disturbed soils; stressed vegetation; pipes or other objects
protruding from the ground; underground storage tanks; or insulating material on pipes
and walls. Existing operations on surrounding properties will also be reviewed to
determine the potential for migration of contaminants onto the site investigation. The
assessment will also focus on general environmental compliance issues, and evaluation of
potential groundwater and surface water migration pathways from the site.
After review of available information and performance of the site walkthrough, Warzyn
will discuss the findings of the investigation with the client. Based on this discussion and
the client's needs, Warzyn will prepare a draft report documenting the performance and
results of the Phase I Environmental Assessment. This will include history of the site,
general site information and observations, potential environmental concerns, and
recommendations for additional evaluation, as necessary. After the client reviews the
draft report and understands the findings, Warzyn will issue a final report.
Phase II - Sampling of Potential Areas of Site Contamination
Additional data may be needed to better assess site conditions and improve the decision-
making process associated with the site. The second phase of the assessment will consist
of supplemental field work related specifically to the environmental setting of the site
and potential environmental concerns identified during the Phase I assessments. Phase
II field work could consist of:

• Collection of surface wipe samples to determine potential polychlorinated
biphenyl (PCB) contamination on floors or walls near a PCB source;
• Performance of an asbestos survey and sampling program to identify the
presence and extent of asbestos;
• Drilling of soil borings and collection of soil samples to determine potential
subsurface soil contamination;
• Installation of monitoring wells and sampling/analysis of groundwater to assess
possible groundwater contamination;
• Geophysical surveys to determine the locations of buried metallic objects or the
migration of contaminated groundwater plumes;
• Performance of soil gas surveys to investigate potential contamination of
subsurface soils by volatile organic compounds (VOCs);
• Testing of underground storage tanks to identify possible leaks; and
• Collection and analysis of surface water and sediment samples to investigate
and define site contamination.

hydrophytic (water-adapted) plants for identification and tang hard-auger
subsurface samples for determining the presence of hydric soils.ki
The data collected during the Phase II investigation is used to estimate the potential
environmental risks associated with the site. The results of the sampling and analysis
efforts are compared to applicable Federal or State environmental standards for
groundwater, surface water and soils. Where no standards exist, the results are
compared to background conditions at the site or in the vicinity.
At the completion of Phase II, a draft report is prepared which outlines the work
conducted, the findings of sampling and analyses conducted, and the conclusions of the
study. The draft report is submitted to the client for review and comment. As in the
Phase I assessment, Warzyn typically discusses or meets with the client at this point to
assist in understanding the findings and determining a course of action. Comments from
the client's review and discussion are then incorporated in the final report.

Phase III - Expanded Investigation
If required, Phase III activities can be performed to further define the lateral and vertical
extent of contamination discovered during the Phase II investigation. Phase III studies
may also include an environmental risk assessment addressing the levels of residual site
contaminants. This would consist of an exposure assessment of the affected areas of the
site, which would examine the toxicity of contaminants, population at risk and the effects
of short and long-term exposures. A Phase III might also be initiated to investigate the
effectiveness of various remediation alternatives for previously defined areas of
contamination.
In summary, Warzyn's environmental assessment program focuses on providing
consistent, cost effective services for our clients. This program facilitates scheduling,
quality control/quality assurance and overall coordination of our technical support
services. The goal is to provide clients with the necessary expertise to determine if an
environmental problem exists, and if so, how the problem can be resolved. Knowing our
clients' needs affords Warzyn the ability to collect relevant data to meet clear final goals,
whether they are determined by regulatory liabilities, financial liabilities or insurability.

PURPOSE
This memorandum seeks Council ' s authorization to enter into
a contract with Warzyn Engineering, Inc. for an environmental
assessment of the Farm Colony development site.
BACKGROUND
Prior to closing the sale of the Farm Colony property to
the Elgin Development Corporation and prior to a subsequent sale
to a developer by the Development Corporation, an environmental
assessment is needed to determine the environmental quality of
the site and to discover any conditions in need of remedy or to
be considered when developing the site.
The Development Corporation contacted firms which provide
environmental assessment services and recommended Warzyn Engi-
neering to provide Phase I Environmental Assessment for a lump
sum cost of $4 ,500 . A Phase I Environmental Assessment will
include the following:

areas of contamination;
B. Investigate past land uses through review of
aerial photographs or the historical documents, as
available;
C. Review past and present on-site hazardous material
use and waste disposal practices, as appropriate;

FINANCIAL IMPACT
The cost of providing the Phase I Environmental Assessment
will be a lump sum of $4 ,500 . This expense will be reimbursed
to the City by the Development Corporation upon sale of the
property.
RECOMMENDATION
It is recommended that the Council approve the contract
with Warzyn Engineering, Inc. to conduct a Phase I Environmental
Assessment of the Farm Colony property.

Warzyn Engineering Inc. (Warzyn) welcomes the opportunity to submit this proposal to
City of Elgin for the performance of a Phase I Environmental Assessment of the Farm
Colony Property located in Elgin, Illinois. This proposal is provided in response to your
February 1, 1990 discussion with myself. To assist you in review of our company and
proposal, I have included a brief summary of Warzyn's qualifications and our approach
to environmental assessments. A description of proposed project tasks, a schedule for
project performance, and an estimated budget are also provided.
INTRODUCTION
Warzyn provides a multi-disciplined staff of more than 250 employees with varied
technical expertise and many years of experience. This staff provides the capabilities
required to respond effectively and in a timely manner to a wide range of environmental
issues. Warzyn has conducted hundreds of site evaluations and environmental
assessments related to real estate and property transactions, ranging from paper reviews
of existing documents to comprehensive field investigations including collection and
analysis of environmental media. The magnitude of such studies is usually determined
by time constraints and client perceptions or concerns.

Because of the variety of sites and environmental problems which exist today, Warzyn
performs environmental assessments using a phased approach, as outlined in the
attached "Property Assessment Methodology." This enables an initial assessment of
possible site problems, while containing costs for the client. The phased approach also
provides for interaction between Warzyn and the client during decision-making stages.
As a full-service engineering firm, Warzyn can perform all phases of environmental
investigations, as discussed in the attachment. In addition, we are experienced in and
offer services associated with the development and design of cleanup alternatives and
performance of remediation activities.
SCOPE OF WORK
It is understood the investigation site consists of the 140 acre farm colony. This property
has not been farmed for over 20 years. There are 3 small 1-story brick buidings which
were used as dormitories and are now being used for storage.
Warzyn proposes to conduct a Phase I Environmental Assessment of the site. The Phase
I will concentrate on visual observation of the property during a site walkthrough, and
collection and review of available background information concerning the site. Based on
the nature of this site, Warzyn will specifically conduct the following services:
• Perform on-site visual survey to assess potential areas of contamination;
• Investigate past land uses through review of aerial photographs or the historical
documents, as available;
• Review past and present on-site hazardous material use and waste disposal
practices, as appropriate;
• Identify possible presence of underground storage tanks, wells or other buried
articles that may pose an environmental concern;
• Identify possible on-site impacts resulting from surrounding land use;

• Report on-site waterbodies, surface water discharges, wetlands, and other
environmentally sensitive areas;
• Prepare a technical report.
The technical report will summarize the performance and findings of the environmental
assessment, and will include a history of the property ownership and operations, site-
specific observations, identification of potential environmental concerns, and
recommendations for corrective actions or further investigative activities, as requested by
the client.
In addition to conducting the standard Phase I activities listed above, Warzyn's site
representative will be prepared to collect bulk samples from potential asbestos
containing materials (ACM) in exposed areas. This will provide general information
regarding the presence of ACM within the facility and on specific structures. Common
application of ACM is as pipe wrapping, boiler cover, spray-on above drop ceilings, and
ceiling and floor tiles. Samples will be collected from damaged material areas (e.g. torn
pipe wrap), where possible. Collected samples will be sent to an analytical laboratory
certified by U.S. EPA for analysis of asbestos. Analytical results will indicate the type
and percent of asbestos (if present). For budgeting purposes, it is assumed a maximum
of 3 bulk samples will be collected and analyzed.
The purpose of the asbestos sampling program is to obtain general information
regarding the possible presence of this substance within the facility, and not to define the
extent or magnitude of this problem. Therefore, it will not be possible to develop
remediation cost estimates based on this preliminary data, and sampling program would
be required and a more detailed asbestos survey.

SCHEDULE AND COST ESTIMATE
Warzyn proposes to conduct this Phase I Assessment in accordance with the enclosed
Warzyn Engineering Inc. Professional Services Agreement (PSA) for a lump sum of
$4,500. If additional services are requested by the client such as sampling and analysis
(i.e. Phase II activities), these services will be invoiced on a time and materials basis
according to the attached fee schedules. Authorization to proceed can be accomplished
by returning one signed copy of the PSA and Work Order.
Warzyn will complete this assessment within three (3) weeks after receipt of a signed
PSA and work order, accompanied by the retainer payment, unless information sources
cannot supply data within this time period, and provided reasonable access to the
property is provided by the client. It is assumed the site visit can be accomplished in one
day. After the site walkthrough, Warzyn will contact the client and discuss the results of
the investigation. Unless otherwise directed by the client, Warzyn will then prepare the
final project report, and provide three (3) copies to City of Elgin.
CLIENT RESPONSIBILITIES
Right-of-access to the site will be provided by City of Elgin. A representative of the
owner or current tenant should be available onsite at the time of the site visit, unless
other arrangements have been made. Information collected during the assessment will
be maintained as confidential unless disclosure is required of Warzyn by a properly
issued and served subpoena. Should such circumstances exist, Warzyn will notify City of
Elgin before any such disclosure is made. City of Elgin understands the assessment may
uncover conditions that, by law, it must report to a regulatory agency and acknowledges
that in such circumstances, Warzyn shall have no responsibility to do so.

PROPERTY ASSESSMENT METHODOLOGY
WARZYN ENGINEERING INC.
Warzyn Engineering inc. conducts the Environmental Assessment process using a phased
approach. This approach allows us to provide more consistent and cost-effective services
for our clients, and facilitates scheduling, quality control and overall coordination of our
support services. Information is collected and evaluated in-stages, and discussed with the
client upon the completion of each phase. Further activities are then initiated after
mutual agreement between the client and Warzyn. Commercial, residential and
undeveloped property assessments are typically completed in one phase; however,
second and third phase activities may be required for industrial properties, properties
exhibiting substantial contamination or sites for which remediation is required.
Phase I -Environmental Assessment
The Phase I Assessment includes the collection and review of site-specific background
data, and an on-site visual reconnaissance of the property. The background survey
focuses on determining past and present use of the property. This data may include:
• site plans
• land use/zoning maps
• USGS topographic maps
• historical aerial photographs
• permits or permit applications
• permit violation and corrective action documentation
• waste characterization sheets
• soil borings or water well logs
• information on present and past plant practices
• past and present waste disposal practices
• past and present land use
• Federal and State lists of CERCLA(Superfund) sites
• State landfill lists (active inactive)

Appropriate regulatory agencies will be contacted regarding past operations at the site.
Air, water, wastewater, or hazardous waste permits or permit applications will be
reviewed, in addition to copies of permit violations and corrective actions. Readily

available site information, such as USGS topographic maps, Soil Conservation Service
soil maps, State Water Survey publications, State wetland and Floodway maps, and
miscellaneous maps and publications regarding the general geological and hydrological
conditions at the site, may also be reviewed.
A visual walk-through of the site will be made after or during the review of available
information. An Environmental Specialist will look for signs of potential environmental
problems or concerns, which may include buried or discarded drums or containers;
stained, discolored or disturbed soils; stressed vegetation; pipes or other objects
protruding from the ground; underground storage tanks; or insulating material on pipes
and walls. Existing operations on surrounding properties will also be reviewed to
determine the potential for migration of contaminants onto the site investigation. The
assessment will also focus on general environmental compliance issues, and evaluation of
potential groundwater and surface water migration pathways from the site.
After review of available information and performance of the site walkthrough, Warzyn
will discuss the findings of the investigation with the client. Based on this discussion and
the client's needs, Warzyn will prepare a draft report documenting the performance and
results of the Phase I Environmental Assessment. This will include history of the site,
general site information and observations, potential environmental concerns, and
recommendations for additional evaluation, as necessary. After the client reviews the
draft report and understands the findings, Warzyn will issue a final report.
Phase II - Sampling of Potential Areas of Site Contamination
Additional data may be needed to better assess site conditions and improve the decision-
making process associated with the site. The second phase of the assessment will consist
of supplemental field work related specifically to the environmental setting of the site
and potential environmental concerns identified during the Phase I assessments. Phase
II field work could consist of:

• Collection of surface wipe samples to determine potential polychlorinated
biphenyl (PCB) contamination on floors or walls near a PCB source;
• Performance of an asbestos survey and sampling program to identify the
presence and extent of asbestos;
• Drilling of soil borings and collection of soil samples to determine potential
subsurface soil contamination;
• Installation of monitoring wells and sampling/analysis of groundwater to assess
possible groundwater contamination;
• Geophysical surveys to determine the locations of buried metallic objects or the
migration of contaminated groundwater plumes;
• Performance of soil gas surveys to investigate potential contamination of
subsurface soils by volatile organic compounds (VOCs);
• Testing of underground storage tanks to identify possible leaks; and
• Collection and analysis of surface water and sediment samples to investigate
and define site contamination.
• Delineating wetland areas which would include collecting representative
hydrophytic (water-adapted) plants for identification and taking hard-auger
subsurface samples for determining the presence of hydnc soils.
The data collected during the Phase II investigation is used to estimate the potential
environmental risks associated with the site. The results of the sampling and analysis
efforts are compared to applicable Federal or State environmental standards for
groundwater, surface water and soils. Where no standards exist, the results are
compared to background conditions at the site or in the vicinity.
At the completion of Phase II, a draft report is prepared which outlines the work
conducted, the findings of sampling and analyses conducted, and the conclusions of the
study. The draft report is submitted to the client for review and comment. As in the
Phase I assessment, Warzyn typically discusses or meets with the client at this point to
assist in understanding the findings and determining a course of action. Comments from
the client's review and discussion are then incorporated in the final report.

Phase HI -Expanded Investigation
If required, Phase III activities can be performed to further define the lateral and vertical
extent of contamination discovered during the Phase II investigation. Phase III studies
may also include an environmental risk assessment addressing the levels of residual site
contaminants. This would consist of an exposure assessment of the affected areas of the
site,which would examine the toxicity of contaminants, population at risk and the effects
of short and long-term exposures. A Phase III might also be initiated to investigate the
effectiveness of various remediation alternatives for previously defined areas of
contamination.
In summary, Warzyn's environmental assessment program focuses on providing
consistent, cost effective services for our clients. This program facilitates scheduling,
quality control/quality assurance and overall coordination of our technical support
services. The goal is to provide clients with the necessary expertise to determine if an
environmental problem exists, and if so, how the problem can be resolved. Knowing our
clients' needs affords Warzyn the ability to collect relevant data to meet clear final goals,
whether they are determined by regulatory liabilities, financial liabilities or insurability.
