HomeMy WebLinkAbout90-0314 A Center City Committee i o 0 o; t4 A RESOLUTION ESTABLISHING CENTER CITY REDEVELOPMENT COMMITTEE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section I. That there is hereby created an ad hoc advisory committee for the purpose of assisting the City Council with redevelopment of the central city; the committee shall be known as the Center City Redevelopment Committee. Section 2. The Center City Redevelopment Committee shall consist of the Mayor, who shall act as chairman, and eight members appointed by the Mayor and City Council. Section 3. All meetings of the committee shall be open to the public at all times. The committee shall establish a regular meeting time, not less often than once every two months. Special meetings may be called at any time upon 48-hours notice by the chairman or by any two members of the committee. Agendas for regular meetings and special meetings shall be posted and filed in the same manner that agendas of the city council meetings are posted and filed. Any member of the committee missing three or more consecutive meetings without an excuse approved by the advisory committee shall be deemed to have abandoned his or her position on the committee. Upon such abandonment the committee shall notify the Mayor and the former committee member that the committee member has abandoned the position on the committee. Section 4. The committee shall select a vice-chairman and a secretary. The secretary shall be assisted by such city personnel as shall be assigned from time to time by the City Manager. The chairman shall preside at all meetings. The vice-chairman shall preside at meetings during the absence of the chairman. Section 5. The Center City Redevelopment Committee shall have the following duties and responsibilities: (a) Review of proposals for planning consultant services, interview planning consultants and recommend employment of a planning consultant for design of the Center City Redevelopment Plan. (b) Review alternative plans and strategies suggested by the Center City Redevelopment planning consultant chosen by the city and make recommendations to the City Council concerning such suggestions. (c) Select a preliminary comprehensive plan design. (d) Recommend final plan design and design guidelines to the City Council. (e) Recommend implementation strategies including phasing to the City Council. May 1 Draft of final Center City Plan to CCRC for review. May 20 CCRC meeting to discuss final draft plan with staff. ' 4 : 30 PM at Center City office. May 23/24 Final draft plan with comments from CCRC to City Council . June 3 CCRC meeting with Bob Ballou. 4 :30, PM at Center City office. June 4 Community meeting on final draft plan. 7 :30 PM at Gail Borden Library. June 5 CCRC and Bob Ballou meet with City Council to review final draft plan and comments . 4 :00 PM Center City Office. Please mark your calendar for the above meetings . Agendas for specific meetings will be forthcoming. We would also like to take this opportunity to provide infor- mation on two other center city activities--soil borings and organizational structure. The preliminary soils exploration for the proposed law enforcement facility has been complet- ed. Staff is reviewing the report and its recommendations for footings. Copies of the PSI report are available upon request. The sub-committee on organizational structure is working on forming a private not-for-profit corporation.
