HomeMy WebLinkAbout89-0726 Old Main Payout sift— a--a RESOLUTION APPROVING PAYOUT FROM THE OLD MAIN RESTORATION ESCROW ACCOUNT WHEREAS, the City of Elgin is the owner of certain real property upon which is a structure commonly known as Old Main; and WHEREAS, the City of Elgin and the Elgin Area Historical Society have entered into an agreement wherein Old Main is to be renovated and occupied by the Historical Society as a historical museum; and WHEREAS, pursuant to said agreement the plans and contract documents of such renovation are subject to the prior approval of the City of Elgin; and WHEREAS, on March 22, 1989 the City of Elgin, the Elgin Area Historical Society and the First National Bank of Elgin (escrowee) entered into an escrow agreement which established the Old Main Restoration Account and authorized the escrowee to make payments from said account on the written direction of the City of Elgin and the Historical Society; and WHEREAS, renovation work has been continuing and application has now been made for the payment of $4,557.54 from the escrow account. BACKGROUND An Escrow Agreement was drafted on March 23 , 1989 between the City of Elgin, the Elgin Area Historical Society, and the First National Bank of Elgin, whereby the Elgin Historical Society deposited funds into an account known as the "Old Main Restoration Account" . This account was established for the purpose of payment to contractors for restoration work completed on the second and third floors of Old Main. The Elgin Area Historical Society is requesting the release of funds from the Old Main Restoration Escrow Account in the amount of $4 ,557. 34 for the payment of the following list of contractors utilized for repairs completed to Old Main: $2 ,574 .54 Siegle' s Home and Building Center 1, 273. 00 Plass Appliance 484 . 80 Chicago Area Building Specialties 125. 0.0 Valley Sanitation of Elgin, Inc. 100 .00 Carswell' s, Inc. $4 ,557 . 34 Total The Elgin Area Historical Society has submitted copies of the following documentation to the City of Elgin: Certificate of insurance, a waiver of lien from each contractor, building permits, and itemized bills. -Page 1- FINANCIAL IMPACT There would be no financial impact on the City, other than a request to waive building permit fees, which would mean that we would bear the cost of inspections. Thomas Michels Mr. Roger Parsons Mr. George Perucco Dr. Richard Powers FROM: Remodeling & Restoration Committee - Old Main SUBJECT: Progress on Restoration Activity is the word at Old Main! Demolition is completed on the second floor. All the masonry work (patching of holes from stove pipe inserts, damage from fire, etc. ) has been completed on the second and third floors and the walls are now ready for framing and drywall. The flooring is installed in the furnace room area and the drywaller will be there this Friday to do that room. Then the heating, ventilation and air conditioning can begin to be installed. We anticipate that this HVA stage and the electrical work will be completed by the next progress report in September. We will be applying for the electrical permit within the next week or so. As I stated in the progress report of May 24, 1989, permits for plumbing, HVA and carpentry have been taken out. Because there was a time limit (July 31, 1989 ) on the money ($5,000.00) that the city had allocated to the Society from the Park and Recreation Department Budget, the cabinets, flooring, sink, appliances and other necessary items for the kitchen has been expended and I will be making a detailed report to Mr. Ross Ricks as soon as all the bills have come through. 4 Also, as I stated in my previous memo, the Historical Society has taken complete possession of the entire Elmer Gylleck collection. His diorama and some other items are now on display in the East Gallery on the 1st floor. The Museum is carrying on with its normal 12 :00 to 4:00 (Wednesday through Saturday) hours.
