RESOLUTION
ACCEPTING THE PROPOSAL OF AUSTIN McDANIEL CORPORATION
FOR AN ADVANCED GEOGRAPHIC INFORMATION SYSTEM
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that James J. Cook, City Manager, be and is hereby authorized and directed to accept
the proposal on behalf of the City of Elgin of Austin McDaniel Corporation for an
Advanced Geographic Information System, a copy of which is attached hereto and made a
part hereof by reference.

LETTER OF UNDERSTANDING
Basemap Preparation/Facilities Modeling:
Austin McDaniel Corporation will develop the City of Elgin geographic database
(basemap) from the approximately 100 (quarter section each) street and parcel
maps to be provided by the customer. On this basemap, AMC will model , via
proprietary AGIS software, the parcels, streets, intersections, and zoning
boundaries for the unique identifying attribute which will allow additional data
to be associated with the labeled items. AMC will periodically provide the City
of Elgin with a draft basemap for review and approval during the project .
Deliverables: 1 ) 100 Fitted AutoCAD (Release 9) files in both electronic
media (floppy disk) and hard copy formats.
2) Preloaded AGIS database
The delivered AutoCAD files (Basemap) becomes the sole property of the City of
Elgin. The preloaded AGIS database allows AMC to demonstrate the functionality
of AMC' s Advanced Geographic Information System software utilizing the City of
Elgin Basemap.
AMC will provide the above described basemap for a fixed price of $60,000.00
billable upon completion and delivery. Estimated date of completion is
November 1 , 1989.

Dear Ralph:
Please accept this letter as Austin McDaniel Corporation's offer to provide
software, consulting, and related services in support of the City of Elgin's
purchase of software license and implementation of AMC's Advanced Geographic
Information System (AGIS) .
Software Description:
The Advanced Geographic Information System (AGIS) is a software system
providing for the collection, manipulation, and display of geographically
related data utilizing relational database capabilities and interactive data
driven graphics. The software is operable in stand-alone workstation,
workstation network, and mainframe-to-workstation computing environments.
Basemap Preparation/Facilities Modeling:
AMC will develop the City of Elgin geographic database (basemap) from the
approximately 90 (quarter section each) street and parcel maps to be provided
by the customer. On this basemap, AMC will model , via proprietary AGIS
software, the parcels, streets, intersections, and zoning boundaries for the
City. Parcels, street centerlines, and intersections will each be assigned a
unique identifying attribute which will allow additional data to be associated
with the labeled items. AMC will periodically provide the City of Elgin with
a draft basemap for review and approval during the project.
Deliverables: 1 ) 90 Fitted AutoCAD (Release 9) files in both electronic
media (floppy disc) and hard copy formats.
2) Preloaded AGIS database
AMC will provide the above described basemap for a fixed price of $60,000.00
billable upon completion and delivery. Estimated time of completion is 210
days from contract award and AMC's receipt of source documents. AMC further
recommends the City of Elgin budget an additional $20,000 for data conversion
and custom application development during calendar year 1989. These
expenditures will yield significant immeiate value to the customer and will
provide a sound basis for establishing ensuing project priorities.

ASSOCIATE ENGINEER/PROGRAMMER 47.50/hr
CAD TECHNICIAN 37.50/hr
CLERICAL 24.00/hr
AMC personnel are supported by state-of-the-art computing equipment,
facilities, and experienced staff. Labor rates are inclusive of all overhead
burden, equipment costs, and supplies. Reasonable, customer approved
• travel expenses to be reimbursed at cost.

AMC prefers to perform tasks on a fixed price basis whenever possible. Should
additional services be requested which cannot be performed on a fixed price
basis, the attached rate schedule applies.
The commercial aspects of this proposal are intended to place the burden of
performance on AMC and provide for a cost effective and timely project •
completion. These terms can only be proposed by a technically competent and
financially strong company.
