HomeMy WebLinkAbout89-0112 Fire Protection gq- 01 a c�� i r2 ert'c A tmN January 4 , 1989 MEMORANDUM TO: The Mayor and Members of the City Council FROM: The City Manager SUBJECT: Agreement with Elgin Mental Health Center PURPOSE: This memo will transmit an agreement with E.M.H.C. covering the provision of fire and ambulance services . BACKGROUND: The City and E.M.H.C. have been negotiating fire and ambulance service for several months . The City made additions to Station 5 and relocated an ambulance company in order to be able to provide interim service and has designed service to E .M.H.C. into the overall fire service plan which will involve construction of new stations . F.M.H.C. has agreed to numerous City requirements including improvements to water circulation, communication facilities and following City codes and standards for construction. They have also worked with the related state agencies and the State Legislature to commit to development of a tax base on the northern section of the property as it ceases to be used for hospital purposes . This development will help to offset additional City expenses caused by the service. RECOMMENDATION: It is recommended that the agreement be approved . amen J. City Manager JJC : lmh Attachment Q 1a AGREEMENT FOR FIRE FIGHTING SERVICE This contract is entered into between Elgin Mental Health Center, 750 South State Street, Elgin, Illinois 60123-7692, Department of Mental Health and Developmental Disabilities, State of Illinois, hereinafter known as the "Facility" and the City of Elgin, a municipal corporation, hereinafter known as the "Contractor". The Contractor agrees to provide continuous on-call fire protection services - to the Facility on the same basis as is provided generally in the City of Elgin. 1. The Contractor shall maintain and operate fire-fighting equipment to combat and extinguish fires of any type or origin on the premises in the same manner as is generally provided throughout the City of Elgin. 2. The Facility shall provide the Contractor a map of the facility grounds showing the names and numbers of all buildings now being utilized, access streets, fire plugs,s, stand pipe connections, sprinkler shut off, etc. The map will be updated as new buildings and facilities are brought into service. 3. The radio communication network established between the Contractor and the Facility shall enable the Contractor to be apprised of information pertinent to the situation at hand - i .e. , severity, . location of fire. . In addition, the Facility will provide an escort for the contractor from the facility gate to the point of fire. 4. The Facility's security department, trained in emergency evacuation procedures, will be responsible for evacuation from any area of a building in which a fire has occurred or smoke has been observed. Entry practices and security measures in the Forensic Treatment Center shall be shared with the Contractor. 5. . A facility employee shall be designated by the Facility Director to act as Fire Safety Liaison Officer to simplify and promote affective communications between the Facility and the Contractor. 6. The Facility will comply with the following current codes and standards: the NFPA's Life Safety Code NFPA 101, the certification standards from the Joint Commission on Accreditation of Healthcare Organizations, and the rules and regulations of the Illinois State Fire Marshal and .building codes that are applied to any new structures will comply with the National Building Code as promulgated by Building Officials and Code Administrators International , Inc. 7. In compliance with Senate Resolution No. 1068, the Contractor will provide ambulance service to the Facility at no cost, however, individuals who receive ambulance service will be billed and the bills paid by insurance or such agency as would otherwise pay for such services. At no time will the Facility be responsible for the payment of ambulance services. \ . 8. Pursuant to Senate Resolution No. 1068, "the Department of Central Management Services and the Department of Commerce and Community Affairs are directed to work with the City of Elgin and the Elgin Development Corporation to formulate a comprehensive plan for the development of the surplus state lands in the City of Elgin upon such designation by the Director of the Department of Mental Health and Developmental Disabilities." 9. The signatories to this contract have full authority to enter into this . contract on behalf of the Facility and the Contractor. Upon execution, this contract shall be in full force and effect. IA. Friedland WHEREAS, The City of Elgin has agreed to provide additional fire protection services at no cost to the Elgin Mental Health Center beginning July 1, 1988; and WHEREAS, The City of Elgin has agreed to provide emergency medical transportation (ambulance) response to the Elgin Mental Health Center at no cost beginning July 1, 1988; and WHEREAS, The City of Elgin and the State of Illinois are interested in the economic development of the surplus state lands in the City of Elgin to broaden the tax base out of which these and other necessary municipal services are provided; therefore, be it RESOLVED, BY THE SENATE OF THE EIGHTY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that the Department of Central Management Services and the Department of Commerce and Community Affairs are directed to work with the City of Elgin and the Elgin Development Corporation to formulate a comprehensive plan for development of the surplus state lands in the City of Elgin upon such designation by the Director of the Department of Mental Health and Developmental Disabilities; and be it further RESOLVED, That such plan shall be developed consistent with sound economic principles in a manner which is supported by the residents of Elgin and the community immediately surrounding this location and compatible with the continuing operation of the Elgin Mental Health Center.
