MEMORANDUM
TO: Mayor and Members of the City Council
FROM: City Manager
SUBJECT: Lillie/Forest Storm Sewer
Grants of Easement
PURPOSE: This memorandum will provide information to the Mayor and
Council to consider the acceptance of various Grants of Easement to
complete the subject project.
BACKGROUND: The City of Elgin was made aware of a stormwater
drainage problem by a resident on Forest Avenue. The area where
this problem occurs is at the easterly end of the alley between
Lillie Street and Forest Avenue. When there is a heavy rain fall,
the stormwater runoff drops off the paved surface of the alley and
runs down the rear yards of the property owners. In this situa-
tion, there could be erosion problems along with ponding water on
private property.
To help remedy this problem, it is proposed that a storm sewer be
placed in an easement along the rear property lines . This project
was approved by the City Council as part of the 1988 Sewer Improve-
ment Program.
FINANCIAL IMPACT: The estimated cost to complete the recording of
these documents with Kane County will be less than $50. 00 . Once
the design is complete for the proposed improvement, the City will
contact each property owner for their concerns in regards to the
project as it pertains to their property. The estimated cost for
this proposed improvement is $20 ,000.00.
Attached for your review and consideration are the copies of the
three Grants of Easement. These documents have been signed by each
of the affected property owners.
RECOMMENDATION: It is recommended that the City Council accept the
three Grants of Easements for the Lillie Street storm sewer and
direct staff to have the documents recorded with Kane County after
an ordinance adopting these resolutions is passed.
