Memorandum of Understanding The County Board of Kano County - the State of Illinois and the Mayors and City Councils of the incorporated and unincorporated cities, communities and townships within Kane County will plan to initiate the following memorandum. This memorandum of understanding evidences the common concern of the Executive Authorities of all. of Kane County and of the incorporated areas and unincorporated areas within that county and the organization, training and operations necessary to establish an effective Emergency Services and Disaster Agency program in both the incorporated and unincorporated areas of this county. This memorandum evidences the assignment and acceptance of responsibilities and the delineation of particular areas of responsibility. Yet, likewise evidences the common acceptance of the vital position that the production and processing of food, clothing, fuel and total county resources bears in the survival of the community, the county, state and nation. This memorandum recognizes the necessity and the 'difficulties of these re- sources being distributed in useable form to points of need during all disaster situations. The assumption of man-made, natural , nuclear and strategic nuclear attacks are important throughout this document . Both the County Board and Mayors are aware that Kane County and the political subdivisions herein have been designated by the State Emergency Services and Disaster Agency to provide support and mutualaid in the event of a threatened disaster or attack on this country. It is mutually agreed that the Emergency Services and Disaster Agency pro- gram in Kane County should embrace all areas of the county and that so far as is practical , each person and each designated part of the county should bear their share of the task in accordance with a population in excess of 10, 000 will establish an Emergency Services and Disaster Agency within their respective areas of jurisdiction and encourage other towns or townships, even if less than 10,000 population, to develop such an agency to integrate their Emergency Services and Disaster Agency activities with those of the County Agency. The Kane County Board recognizes the •need and agrees to organize the total resources of the county into manageable sized units for Emergency Services and Disaster Agency operations . These plans will assure that all parts of the county will participate in the total Emergency Servi.•es and Disaster Agency task in accordance with its particular capability. They will provide- a framework into which small cities and towns may integrate their efforts with that of the adjacent rural areas. • Ix • It is understood that these responsibilities which will be county-wide or wi l l of fart large areas of the county, will require the assistance of local , urban and township Emergency Services and Disaster Agency authorities in the -Jrgaccization, staffing, training and operational planning for . an adequate Emergency Services and Disaster Agency mission within the county. During any local operation involving more than one jurisdictional area, the County Emergency Services and Disaster Agency is . respotcsible for setting up a local control renter and maintaining the best possible communications with the County Control Center and the Sheriff's Department . At the onset of any local .severe emergency, the local official in charge, the . F.mergeitry Services and Disaster Agency Director and the Sheriff should deter- mine at the earliest possible time the scope of the disaster operation and decide upon the extent of manpower and resources to be mobilized for this particular operation. It is understood and agreed that each local , urban, city or township Emergency _Services and Disaster Agency will have primary responsibility for providing a prorated share of the personnel and materials required for the operations (ksij;ii.ctcd as county responsibilities. To the extent practical , such forces will hi used only in/or adjacent to the areas providing them.
