NATIONAL STREET STREETSCAPE PHASE I
CHANGE ORDER NO. 1
SCOPE. This Change Order No.1 covers an addition to the above contract
with Alliance Contractors, Inc. , 1166 Lake Avenue, Woodstock, IL
60098 as follows:
Item 1 . Supply six (6) each Street Lights manufactured
by Sterner Lighting, Inc. , Wensted, Minnesota.
The drawing number is 3PD16236-BO1 . No labor
for installation is included.
REASONS FOR CHANGE
Item 1 . The contract for $76,450.80 was awarded to Alliance
Contractors, Inc. for construction of sidewalk for
major portion of the north side and small section
on the south side as well as ten (10) Tree Grates
(material only, no labor) to be used for Phase II
of the project. This included Base Bid and
Alternates 2 & 3.
Alternate 1 , supplying six (6) street lights (material
only, no labor) for $15,510.00 was not awarded due to
limitations of the Jobs Bill funds.
The requirement is for the contractor to guarantee a
minimum of $35,000.00 worth of work subcontracted to
a minority contractor. Without Alternate 1 , supply-
ing the lights, Alliance Contractors, Inc. is unable
to meet this requirement.
We have been advised by the Community Development
Department that by rearranging priorities, an add-
itional $15,510.00 may be made available for this
project.
SUMMARY OF CHANGES IN CONTRACT AMOUNT. The amount of the contract shall
be revised as follows:
ADD
Item 1 . Supplying six Street Lights
(Material only, no labor) $15,510.00
By reason of this Change Order No.1 , the contract cost shall be increased
in the amount of Fifteen Thousand Five Hundred and Ten Dollars ($15,510.00).

OTHER CONTRACT PROVISIONS. All other provisions of the contract shall remain
the same.

MEMORANDUM
TO: Bob Maim, Acting City Manager

RE: National Street Improvements
As part of the Housing and Community Development Block Grant Program
the City of Elgin is required to establish an annual Minority Business
Enterprise (MBE) goal. The MBE goal for 1984 is $35,000. In order to
meet this goal a "minority set aside" was established for the National
Street improvements. In selecting the lower cost alternative for the
National Street improvements the work eliminated was $15,510. of minority
work. After discussions with H.U.D. it was determined that contingency
funds from the 1983 HCD budget could be used to support an HCD Jobs Bill
project. Therefore, if a change order is approved to provide for the full
scope of National Street improvements the City will be able to achieve $35,000.
in MBE contract awards.
Awarded Project Cost = $76,450.80
Engineering and Inspection Costs = 7,500.00
Proposed Change Order = 15,510.00
Total Project Cost = $99,410.80
