RESOLUTION
AUTHORIZING THE EXECUTION OF A CENTRAL BUSINESS DISTRICT
ECONOMIC DEVELOPMENT PROGRAM
WHEREAS, the City of Elgin has determined that it is appropriate to encourage the
revitalization of the Central Business District; and
WHEREAS, the City of Elgin has provided an allocation of Housing and Community
Development Block Grant funds for Central Business District revitalization purposes;ur and

WHEREAS, the execution of a Central Business District economic development
program will further such revitalization; and
WHEREAS, the City of Elgin is a home rule unit within the meaning of the
Constitution of the State of Illinois and is authorized to exercise any power and perform
any function relative to its government affairs; and
WHEREAS, it is within the government affairs of the City of Elgin and in the
interest of the public health, safety and welfare to promote the revitalization of the
Elgin Business District.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIIL OF THE CITY OF
ELGIN, ILLINOIS, that the Acting City Manager is hereby authorized and directed to
execute and file such instruments and documents as may be required to implement a
Central Business District Economic Development Program.
