TELEPHONE COMMUNICATIONS STUDY
FOR CITY OF ELGIN, ILLINOIS
Jacobs and Associates is retained by the City of Elgin, located at
Elgin, Illinois, as their professional Communications Consultants to study and
evaluate telephone costs and operations within the City of Elgin.
The objective of this assignment is to produce maximum telephone
communication efficiency and to upgrade existing communication facilities
for the City of Elgin.
The specific job assignments that shall be undertaken by Jacobs and
Associates are summarized as follows:
1. Study and evaluate present telephone equipment, facilities,
and practices, and to recommend specific ways in which telephone equipment
costs can be reduced without affecting the volume or flow or communications.
2. Work with Illinois Bell Telephone Company and AT & T Informa-
tion Systems to evaluate new systems which may improve communications efficiency.
3. Prepare specifications for competitive private telephone systems.
4. Evaluate all bids and make specific recommendations.
5. Assist in the negotiations of the system to be installed.
6. Prepare specific recommended instructions to be issued to the
telephone company or private contractor covering the installation, change,
removal, or addition of telephone facilities. Specifications to be completed
not later than three months after execution of this Agreement.
7. Study and recommend possible ways to reduce and control long
distance costs.
8. Verify compliance with specifications after installation.
Jacobs and Associates shall begin this assignment not later than
April 10, 1984 and submit reports and recommendations regularly after this
date until completion of the assignment, which would be when contracts are let
for the system or system changes.
Fees to be paid Jacobs and Associates to perform this communications
consulting work shall not exceed $3,000 based on a rate of $60.00 per hour.
Fees shall be due and payable within 30 days of invoiced date.
The study may determine that credits and/or refunds are due from
the telephone company. These credits and/or refunds are to be retained 100%
by the City of Elgin.

Travel expenses, long distance telephone calls, reproduction of
drawings and specifications and reproduction of manuals and reports in
connections with this study shall be paid by the City of Elgin.
