HomeMy WebLinkAbout83-0926 Central Elgin Corporation S3 -o9a( RESOLUTION AUTHORIZING AN AGREEMENT WITH THE CENTRAL ELGIN CORPORATION WHEREAS, the Central Elgin Corporation conducts a civic program with respect to the development and improvement of trade, commerce, industry and residence within the City of Elgin and its adjacent trade area on a not-for-profit basis; and WHEREAS, the furtherance of the stated goals and purposes of the Central Elgin Corporation is in the public interest. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that it hereby authorizes and directs Leo Nelson, City Manager, to execute on behalf of the City of Elgin a contribution agree- ment with the Central Elgin Corporation, an Illinois not-for-profit corporation, a copy of which is attached hereto and made a part hereof by reference. Verbic, Mayor Presented: September 26, 1983 Adopted: Vote: Yeas Nays Recorded: Attest: Marie Yearman, City Clerk / CONTRIBUTION AGREEMENT This Agreement made this 5th day of October , 1983, by and between CENTRAL ELGIN CORPORATION, an Illinois not-for-profit corporation (C.E.C. ) , and CITY OF ELGIN (City) . WITNESSETH WHEREAS, C.E.C. conducts a civic program with respect to the develop- ment and improvement of trade, commerce, industry and residence within the City of Elgin and its adjacent trade area on a not-for-profit basis; and WHEREAS, City recognizes the beneficial value to the residents of the City of Elgin in respect to the accomplishments of the stated goals and purposes of C.E.C. ; and WHEREAS, it is in the public interest to continue to assist C.E.C. in the accomplishment of its stated goals and purposes; and WHEREAS, it is deemed to be of mutual advantage of C.E.C. and City to continue the association hereinafter described under the terms and conditions hereinafter set forth. NOW, THEREFORE, for and in consideration of the promises and of the mutual covenants hereinafter contained it is mutually agreed as follows: 1 . City agrees to pay C.E.C. One Dollar ($1 .00) for every One Dollar ($1 .00) raised by C.E.C. from funds received through voluntary contributions from financial institutions, owners of property and retail merchants for the purpose of aiding continued economic productivity of the central business district by securing leases for existing commercial space, rehabilitation of space not presently used and redevelopment of land within an area bounded by Fox River, National , Chapel and Kimball Streets. The strategy for this program has and will be developed through a cooperative effort involving input from various community sources including but not limited to the Board of Directors of C.E.C. , members of Page 1 of 2 the City Council , staff and administration of City and interested citizens. Additional areas of involvement will be short and long term planning within the defined geographic boundaries with specific attention focused on the South Grove area between Prairie and National Streets. Secondary areas will include the preservation of surrounding residential areas. Assistance to individual businesses will be provided as requested and to the degree that C.E.C. is able to provide. 2. Under all circumstances, the maximum amount that City shall be liable for under the formula provided in Paragraph 1 shall be $18,000, during any calendar year. 3, C.E.C. agrees to provide to City, at the request of City, status and progress reports relating to the achievement of the stated goals and purposes of C.E.C. 4. In consideration of this contribution, the City Manager or his representative shall hold a seat on the Board of Directors of C.E.C. 5. This agreement shall terminate December 31 , 1983. CITY OF ELGIN, ILLINOIS By //kit CENTRAL ELGIN CORPORATION By Page 2 of 2 - e REPORT TO CITY OF ELGIN r To: Leo Nelson, City Manager From: Harry Seigle, Secretary, Central Elgin Corporation (CEC) Date: March 10 , 1983 Re : Summary of Activities - Central Elgin Corporation - 1982 to Present This is a brief distillation of the major efforts and activ- ities of CEC since January 1982 . Organizational Work and Board Meetings. Our executive director served to facilitate the Board of CEC, executive committee and the joint planning committee which consisted of City Council representatives, CEC representatives , the consultants , and others. Harris Bank Project. In early 1982 , we became very involved with the presentation by the City and the Trkla/Arthur Rubloff firms to the Harris Trust. Much of the activity in this con- nection involved meetings, information gathering, and working with the Trkla/Rubloff firms. ECC Project. Our Board and staff worked with the ECC personnel and the City towards urging the selection of a downtown Elgin location for a Community College site vs. locations outside of Elgin that were at the time being considered by ECC. Selection of a Real Estate Broker. Prior to the termination of the Trkla contract, we were involved in the consideration of Arthur Rubloff & Company or Charles Willson as a proposed real estate representative for the City in connection with the South Grove commercial/office development. Crocker Theatre. Considerable time was spent by the Board and staff dealing with the owners of the Crocker Theatre in hopes of procurring the property for purchase and use as a family theatre or "dollar house. " Tenant Promotion. Beyond answering daily inquiries about space , conditions, and needs in downtown Elgin by prospective tenants , our director was successfully involved in helping to secure the following tenants for the downtown: Al' s Ice Cream Shop Beer N' Brat The Coletti Restaurant The Surbella T-Shirt Shop Kim' s Expansion Page 2 Among other tenants that we have worked with but were unable to secure a deal for reasons having to do with negotiations between landlord and tenant were: Woolworth' s Terry Bell' s Day Care Facility and Children' s Theatre Dance Studio in the Professional Building Turk Furniture Expansion of Enrico' s Restaurant Ben Franklin Stores Brown' s Sporting Goods Robbin' s Flowers Venture Stores Cook United Various restaurants for Douglas Hotel & Corn' s Property Fayva Shoe Store Currently, we are actively working with Walgreen Corporation for the Woolworth Building, a dance studio, a trophy shop, and several others. Downtown Promotion. CEC actively promotes the downtown through speaking engagements, meetings with local media, and direct cooperation with the IDEA and Mall Commission. We meet regu- larly with downtown merchants, landlords, financial institutions , and neighborhood groups. South Grove Development. Current attention has focused on the feasibility and procurement of an "outlet mall" on the South Grove properties. CEC promulgated the idea of the outlet con- cept based on the experience of West Bend, Wisconsin, which tied a mall and its existing downtown together for a successful down- town project. CEC has spear-headed negotiations with Source Capital of Milwaukee, Wisconsin, in hopes that a deal will be forthcoming for the creation of an outlet mall at the south end of Fountain Square Plaza. The Gromer Project. CEC has enlisted Gromers support of CEC and worked directly with him in the National Street site development as well as consideration of other South Grove sites. Douglas Avenue Improvement. Through our efforts the organiza- tional drive for Douglas Avenue improvements came about with the joint efforts of City and landowners.
