This is a SUPPLEMENTAL AGREEMENT between the CITY of ELGIN, acting through its
CITY MANAGER and CITY COUNCIL, hereinafter referred to as the "CITY", and H. W.
LOCHNER, INC. of 20 North Wacker Drive, Chicago, Illinois 60606, a Firm of
Consultants, hereinafter referred to as the "CONSULTANT".
The CITY and the CONSULTANT entered into an Agreement on February 17, 1981 to
furnish certain professional services in connection with the CITY's proposed North End
Bridge Project, said Agreement hereinafter referred to as the "AGREEMENT".
The CITY now proposes to Supplement the Agreement with an increase in fee due to
additional work and increased additives.
In consideration of these premises, the parties hereto agree as set forth in the following
page numbered 2.
This SUPPLEMENTAL AGREEMENT executed this 2 7 - day of

Section I. Description of the Work.
The CONSULTANT is required to perform additional work in the preparation of the
Environmental Impact Statement on those items associated with wetlands; floodplains;
and, coordination with resource agencies, the Chicago and North Western Railroad and
with the public. In addition, the CONSULTANT shall also refine any necessary designs as
a result of the coordination process and complete the work required in addressing the
comments received at the Public Hearing.
Also, due to increased payroll rates and overhead and fringe rates, the CITY has decided
to increase the fee for completion of the work in Phase I.
Section II.Project Schedule
Within five days of the date of Authorization of this FIRST SUPPLEMENTAL
AGREEMENT, the CITY and the CONSULTANT shall agree upon a project schedule for
the remainder of this PROJECT.
Section III. Basis of Payment.
The maximum retainage in Section I of the AGREEMENT is increased by $916 from $8,276
to $9,192.
The Upper Limit of Compensation stated in Section 4 of the AGREEMENT is increased by
$18,316 from $165,520 to $183,836. The fixed fee for profit is increased by $1,390 from
$19,060 to $20,450.
Section IV. Total Performance of Work
Except as noted above, all Provisions of the AGREEMENT remain in full force and effect.
