MEMORANDUM OF UNDERSTANDING
WHEREAS, the Elgin Housing Authority, a municipal corporation,
and the City of Elgin, a municipal corporation, have heretofore agreed to
enter into a certain cooperation agreement providing for the rehabilitation
of existing public housing by the Elgin Housing Authority, a municipal
corporation, and located within the City of Elgin; and
WHEREAS, the parties desire to express their mutual agreement in
writing.
NOW, THEREFORE, in consideration of the mutual promises contained
herein, the parties agree as follows:
1. That the City of Elgin has or.has heretofore designated funds
from the Community Development Block Grant Fund for rehabilitation of Elgin
Housing Authority projects IL. 92-2 and IL. 92-4.
2. That City shall provide Community Development Block Grant Funds
in the amount of $120,000 toward the cost of the rehabilitation projects
heretofore described.
3. That Elgin Housing Authority shall. provide HUD Modernization
funds in the sum of $10,868.80 for the above described projects.
4. That City shall review relevant documents to insure compliance
with the Davis-Bacon Act and shall inspect all work performed to assure com-
pliance with applicable codes and ordinances.
5. That Elgin Housing Authority shall monitor equal opportunity
employment obligations and Davis-Bacon obligations of contractors selected
to work and shall or has heretofore secured responsible bids for the rehabili-
tation project described in accordance with HUD requirements set forth in
FMC 74-7.
6. That the Elgin Housing Authority shall submit periodic requisi-
tions for payment to the City of Elgin which shall be accompanied by a sworn
statement of contractors requesting payment together with waivers of all liens.

7. That the City of Elgin upon receipt and proper form of requisi-
tions for payment shall periodically make payments to the Elgin Housing
Authority in accordance with this agreement.
IN WITNESS WHEREOF the City of Elgin and the Elgin Housing Authority
have respectively executed this memorandum of understanding through their
duly authorized representatives and caused their corporate seals to be
