WORK PROGRAM
ADDITIONAL STUDIES
ELGIN NORTH END BRIDGE PROJECT
The following Work Program is written to identify the engineering and environmental work
which must be performed to prepare an update of the Draft Environmental Impact
Statement which was submitted to the City of Elgin on September 7, 1979 and
subsequently reviewed by the Illinois Department of Transportation and the Federal
Highway Administration (FHW A). The tasks in the Work Program reflect the comments of
both transportation agencies with respect to the study of additional alternatives and
design variations including the following:
(1) A one-way couple consisting of Summit and Seneca Streets between Grove Avenue
and Dundee Avenue:
(2) A realignment of the "City's Preferred Alternative" between approximately the
Summit/Brook Street intersection and Lincoln Avenue to avoid the Elgin Salvage
and Supply Company and Elgin Wholesale Corporation properties; and,
(3) The stage construction impact of a connection to Slade Avenue.
Changes in Federal regulations since September 7, 1980 have also been considered in this
Work Program and these changes are reflected in the following Federal Aid Highway
Program Manuals (FHPM);
FHPM 7-7-2
Environmental Impact and Related Statements.
FHPM 6-7-3-2
Location and Hydraulic Design of Encroachments on Flood Plains
F1-IPM 7-7-3
Procedures for Abatement of Highway Traffic Noise and Construction Noise
Other recent Federal regulations applicable to this Work Program include the FHWA's
"Five Urban Transportation Policy Objectives" and "Energy Evaluation."
All the above regulations would be applied to the previously studied "No-Build
Alternative" and "City's Preferred Alternative" as well as the additional alternatives and
design variations set forth above.
I
The work required to successfully complete the Draft Environmental Impact Statement,
conduct of the Public Hearing process, Final Environmental Impact Statement, Design
Report, and obtain Design Approval for the Project is set forth on the following pages.
The work has been stratified into Phase 1.1 and Phase 1.2 and are in compliance with the
current work program procedures utilized by the Illinois Department of Transportation.
While Phase 1.1 and Phase 1.2 were not incorporated into the Engineering Agreement
between the CONSULTANT and the CITY OF ELGIN, as executed on December 17, 1975,
they will be utilized in this Work Program so that all remaining work in Phase I is placed
into sub-divisions on Phase I. This will keep the Work Program consistent with the terms
of the earlier Engineering Agreement.
The remaining work in Phase I will be set forth as follows:
PHASE 1.1 - DETAILED ANALYSES - Through Draft E.I.S.
Section A - Design
•
Section B - Environmental
Section C - Public Participation
PHASE 1.2 - STUDY CONCLUSION - Public Hearing Through Design Approval
Section A - Design
Section B - Environmental
Section C - Public Participation
The work items, for each sub-division of Phase I, have been correlated with the I.D.O.T.'s
standard forms - "Cost Estimate of Consultant Services" - for tasks involving design
studies, environmental studies and public participation.
A brief description of the tasks involved in each work item follows along with man-hour
estimates to accomplish each of the tasks.

ri: MEMORANDUM
TO: Elgin North End Bridge
Project No. 73203
7 FROM: Bern Guentner
DATE: January 15, 1981
7 SUBJECT: Average Hourly Rates
7 In a recent conversation with Ted Lambousis in the Schaumburg District One office of
I.D.O.T., I was requested to further substantiate the average man-hour rate of $12.76 as
calculated from the summary cost sheet in the Agreement for Consultant's Services for
r the North End Bridge Project. That information is now furnished with our form entitled
"Average Hourly Project Rates" dated January 15, 1981. In addition to that form, I have
provided below the average man-hour rates experienced for similar work conducted for
r the I.D.O.T. and for Elgin, by H. W. Lochner, Inc., during the May through December
period of 1980 - which represents the most recent experience for our current fiscal year.
r
I.D.O.T. Salaries Hours Average

rElgin North End Bridge N.A. 1 ,757 127 13.83
Totals $91 ,881 7757 $11.84
The average payroll rate of $12.76er hour, as shown on the "Average Hourly Project
P g
Rates" sheet, is 7.8 percent higher than the $11.84 per hour experienced in the latter
portion of 1980. This increase for work to be conducted over the next 12 months, or so, is
consistent with the rising salary costs experienced over the past 12 months.

NET FEE AMOUNT
ADDITIONAL STUDIES
ELGIN NORTH END BRIDGE PROJECT
C
The amount shown for profit in Column F in "Summary, Cost Estimate of Consultant's
Services," and expanded in Exhibits L through Q is a negotiated figure, based on a mutual
agreement between the City of Elgin and H. W. Lochner, Inc. concerning the character of
the project and factors surrounding the work to be undertaken.
C
In this project H. W. Lochner, Inc. will be undertaking a study for the development of a
new bridge with new bridge approach roadways through a developed community, with
divergent public viewpoints and complex physical constraints. This study will be a
difficult one, with a substantial amount of careful guidance and senior staff participation
needed. We also anticipate that there will be a considerable amount of judgment required
as to the conduct of the studies and the public and agency participation efforts which will
16-
need to be undertaken.
Therefore, given the large scope of the project, and the complex character of the work
which will be required, we anticipate a substantial amount of management follow-up and
participation as the study progresses. It is based on all of these considerations that we
have determined that the net fee figure of $19,594 is fully justified and indeed required.
Accordingly, we have included that number in our proposal as a complement to the scope
of work as negotiated with the City of Elgin.
