I . GENERAL
Inasmuch as the City of Elgin, through its Public Property and
Recreation Department, has requested proposals for the prepar-
ation of a Comprehensive Master Park and Recreation Plan and
Master Park Site Plans for twenty-one selected parks, the firm
of McFadzean and Everly, Limited. of Mount Prospect, Illinois,
therefore proposes to furnish the following professional ser-
vices .
Hereinafter the Public Property and Recreation Department will
be referred to as the "Owner", and McFadzean and Everly,
Limited, hereinafter referred to as the "Planner" .
II. COMPREHENSIVE MASTER PARK AND RECREATION PLAN
A. Planning Ob-jectives
Our concern is more for the people of Elgin than activities
and facilities. In knowing the people 's needs and desires,
values and standards for recreation, we as planners can
mold activities and facilities into a comprehensive and
flexible network of leisure elements .
Maximize recreational opportunities in all areas of the
continuum from active to passive, young to old.
High level of environmental quality and experience to be
created through good design and effective planning.
Develop policies and objectives for the Park and Recreation
Board, relative to the establishment of a consistent approach
to growth and effective operation.
Inventory and analyze the interrelated factors influencing
the growth and development of a park and recreation program
through which general forecasts for future requirements can
be made.
Evaluate existing park facilities; their maintenance, staff-
ing and programming, analyze potential recreation sites on
a basis of natural features, historic, open and green space,
scenic character, and lands managed by other city departments.
Analyze current recreation programs and staff, administrative
organization and operation to insure their compatibility to
the plan and its future effective implementation.
In order to maintain a realistic approach to the Comprehens-
ive Master Plan, a cursory analysis of this agency 's future
financial capabilities would be required.

Formulate guidelines and criteria for land acquisition and
future facility development; make recommendations for future
operation and improvement; and provide a tool with which the
Park and Recreation Board can evaluate, analyze, and classi-
fy existing and future parks and facilities.
Develop recommendations that demonstrate a sensitive response
to the existing site features, local ecology and natural
beauty.
Develop a system where all the recreation spaces and facilities
of the community are interrelated and where there is an equit-
able distribution throughout the urban area.
Program a logically-phased progress of development priorities
for implementation of the report recommendations.
B. Scope of Services
1. Community Involvement and Assessing Public Recreation Needs
The Comprehensive Master Plan for Parks and Recreation
should be developed with the aid of all segments of the
population so that the entire community's recreation needs
can be incorporated into the plan. Community involvement
is essential to the assessing of public recreation needs.
a. Assist the Owner as a resource consultant in the
assessment of public recreation and park needs.
b. Meet with representatives of community groups and
organizations in the master planning process for the
purpose of assessing public recreation needs.
c. Establish a working relationship with city, school
and park board officials and staff and meet with
their representatives.
d. Participate in selected community meetings.
e . Visit selected programs and facilities in operation
to observe public use.
2 . Data Gathering and Analysis
An inventory and analysis of inter-related factors in-
fluencing the growth and development of park and
recreation programs for the City of Elgin will be made.
This study will be conducted within the community to
determine existing conditions, ascertain growth trends,
assess recreation and parks needs, in order to forecast
future land, facility and program requirements. This
study will include, but not be limited to the following:

a. Inventory existing public, commercial and private
recreation and park resources available to the resi-
dents of Elgin within the city and its adjacent
environment.
b. Inventory all facilities operated by the Owner through
on-site visitation.
c. Review existing community planning data on file in the
City Planning Department and establish new criteria as
may be required.
d. Inventory and identify potential natural and cultural
park and recreation resources.
e. Inventory school facilities through on-site visitation.
f. Identify obstacles preventing potential participants
from utilizing public recreation facilities.
g. The role of other governmental agencies will be studied
to ascertain their existing and potential contribution
to the park and recreation needs of the community.
h. Summarize available attendance and participation figures.
3. Plan Formulation
To effectively plan for the growth and development of park
and recreation facilities, a program of guidelines and
criteria must be developed. To aid in the establishing of
a workable set of criteria, the following approaches will
be taken:
a. Assess current use of facilities operated by the Owner.
b. Establish demand projections for future park and
recreation facilities.
c. Review and establish appropriate local standards and
guidelines for park and recreation area and facility
development.
d. Evaluate the recreation experience available through
specific facilities provided by the Owner.
e. Determine deficiencies in land and facilities adminis-
tered by the Owner.
f. Develop a Facility/Program Model. This model will allow
a systematic approach to analysis of the natural factors,
cultural factors, socio-economic profiles, standards
and guidelines required to determine need, location and
timing of facilities and services . This model will apply
to future and existing development and will provide a
uniform consistent approach to planning and growth.

4. Administration Review
The administration and organization of the Owner will be
reviewed according to the following :
a. Review the operational structure of the Owner and its
administrative organization.
b. Review the policy and goals of the Owner relative to
the establishment of a consistent approach to growth
and effective operations.
c. Review the following operational programs of the Owner:
1. Personnel Requirements
2. Budget and Finance
3. Maintenance Services
4. Recreation Programs
d. Review the role of the Owner as it relates to coopera-
tive relationships with other governmental agencies
and organizations.
5. Priorities and Plan of Action
Upon careful analysis and review of the previously collected
data, specific recommendations will be made. These recom-
mendations and accompanying information will provide the
Owner with the necessary resources to establish a relevant
plan of action and make a commitment to the public for its
implementation.
a. Provide an analysis/evaluation matrix for each Park
Site and establish a design program and recommendations
for future operation and improvement.
b. Provide an analysis/evaluation matrix for each City-Wide
Facility, including the Lords Park Zoo and Museum, and
establish a design program and recommendations for its
future operation and improvement.
c. Provide recommendations for future land acquisition.
d. Provide recommendations for development of new city-
wide facilities.
e. Establish a short range (3-5 yr. ) park improvement
program with priorities for what is needed now and can
be accomplished within 3-5 years .
f. Establish probable construction costs for the short
range (3-5 yr. ) park improvement program.

g. Establish a long range development program for future
park improvements.
h . Provide summaries for all development and acquisition
programs .
i. Provide a summary and recommendations for the Adminis-
trative Review (Paragraph 4) process relating to the -
future growth and operation of the Owner 's resources
and jurisdictions.
j . Federal and state grants-in-aid programs will be re-
viewed and recommendations will be made relative to
specific applications for funds.
k. Establish goals and objectives for the growth and
improvement of all programs, facilities and resources
under the jurisdiction of the Owner.
1. Assist the Owner in the establishment of a community
information program relative to the implementation of
the recommendations of the Comprehensive Master Plan
for Parks and Recreation.
6. Implementation
The final documents comprising the Comprehensive Master
Plan for Parks and Recreation will be designed as tools
tools for implementing the respective programs and im-
provements. Certain aspects of these reports will also
be designed to inform the public of the potential for
parks and recreation within their community.
a. The Planner will spend appropriate and sufficient time
in Elgin for the collection of data and information
necessary for the preparation of the Master Plan.
b. Appropriate meetings will be held with citizens, city
officials, organization representatives and members of
the Owner and their representatives to develop an
understanding of the city and its park and recreation
resources.
c. A preliminary copy of the final report will be reviewed
with the Owner prior to submitting final plans and
reports .
d. Fifteen copies of a Master Plan Notebook will be pre-
pared documenting all aspects and details previously
described in this Agreement.
e . A wall sized Master Plan Map, outlining the jurisdiction
and resources of the Owner and other pertinent data will
be submitted in color, suitable for framing.

f. Up to four community meetings will be held with
citizens to review preliminary aspects of the
Master Plan.
g. A full day of meetings will be attended by the Planner
in explanation and discussion of the completed Master
Plan.
III. MASTER PARK SITE PLANS
A. Planning Objectives
1. Prepare a Master Site Development Plan for each of the
twenty-one sites designated recreation and park sites.
2. Coordinate the development program for each site with the
preparation of the Park and Recreation Master Plan.
3 . Involve citizens and interested organizations in the
planning process.
4. Review the preliminary and final site plans with City
officials and their representatives.
B. Selected Sites For Planning
A Master Site Development Plan will be prepared for each of
the following sites as tentatively categorized according to
its present size.

C. Scope of Services
1. Review and analyze existing natural, cultural and
aesthetic factors affecting each site.
Natural - Soils, topography, hydrography, vegetation,
wildlife.
Cultural - Neighborhood analysis, existing land use,
pedestrian and vehicular access, linkages,
utilities, existing park use, maintenance
factors, and existing structures.
Aesthetic - Natural features, spatial patterns, neigh-
borhood character, architectural quality.
2 . Establish recreation program objectives for each park
guided by the Master Plan for Parks and Recreation.
3. Prepare a preliminary conceptual site plan for each park.
4. Review the preliminary conceptual site plan for each park
with City officials and their representatives. Up to
eight (8) public meetings will be attended by the
Planner for review purposes.
5. Prepare a Master Site Development Plan for each of the
designated twenty-one sites which will include the following:
a. Future recommendations for future planning and
development.
b. Proposal for future land acquisition.
c. Designation of maintenance problems and recommended
corrective measures.
d. A final site development plan will be prepared including
a wall size rendering in color, and a mylar reproduci-
ble copy.
e. Designation of probable construction costs for a five
year improvement program.
f. A final report will be made to representatives of the
City and will include a 35 mm colored slide presenta-
tion including slides of each park covering objectives,
analysis, and final site development plan. The 35 mm
slide report will become the property of the City.

IV. FACTUAL DATA AND ASSISTANCE TO BE SUPPLIED BY OWNER
The successful completion of the Master Plan depends on establish-
ing a cooperative working team between Owner and Planner. Avail-
able data must also be available from local agencies. Such factual
data and services to be supplied by the Owner will include:
A. General background information including local histories,
press releases, previous reports and studies, annual reports,
etc.
B. Population data including composition and density by census
tracts, if available. School enrollment and attendance data
and other similar materials as may be available.
C. City planning data including flood map data, socio-economic
data, population data, land use maps, zoning maps, plan of
existing and proposed development, traffic patterns, deline-
ation of neighborhoods and/or residential planning units,
aerial maps and any other similar materials, if available.
D. Make arrangements for necessary meetings with City officials
and representatives of the community as may be required.
E . Records of the Owner which would have a bearing upon the
services to be rendered.
F. Assist in inventorying programs, facilities and resources.
G. Designate a representative of the Owner to serve as a liaison
with the Planner.
H. Boundaries, utilities, aerial photos and topography information
for park properties included in Section III .
V. SCHEDULE FOR COMPLETION
The project will be completed within a 200 day period from
receipt of this signed Agreement.
VI. SCHEDULE OF FEES
The fee for the services as previously outlined are as follows :
A. Comprehensive Master Park and Recreation Plan

The fee for site plans is based upon the
work being developed as presented con-
currently with the Comprehensive Master
Park and Recreation Plan.

C. Fees will be payable on a monthly basis in response to
invoices submitted indicating the percentage of com-
pletion of the project. The final payment of ten per-
cent will be retained until submission of final reports
and documents.
