RESOLUTION AUTHORIZING ACCEPTANCE AND EXECUTION OF THE FIRST AI`IEWY4ENT TO GR VNT AGREE?IENT BEWEEN n1E UNTTED STATES AND THE CITY OF ELGIN, ILLINOIS WHEREAS, the Administrator of the Federal Aviation Administration, pursuant to request from the City of Elgin, Illinois, and in order to advance the interests of the United States in civil aviation, has tendered a First Amendment to the Grant Agreement executed by and between the Administrator of the Federal Aviation Administration, acting for and on behalf of the United States, and the City of Elgin, Illinois, on May 133, 1974, respectively, relating to the planning for the Proposed Elgin Airport, bearing PGP .Project No. A-17-0041-01; and I-RIEREAS, it is necessary that said First Amendment to Grant Agreement be duly and formally accepted by the City of Elgin, Illinois; and WHEREAS, the First Amendment of Grant Agreement is in the words, figures, and form following: FIRST RIMNI)1,01T TO PLA1114ING GRANT AGREEId-TV Proposed Elgin Airport Elgin, Illinois Project No. A-17-0041-01 Contract No. DOT--FA7)-E--GL-7412 I-nIEREAS, the Federal Aviation Administration (hereinafter referred to as the "'FAA"), has determined that, in the interest of the United States, the Planning Grant Agreement relating to the above-nwabered project between the Adlni.nistrator of the Federal_ Aviation Administration, acting for and on behalf of the United States of America and the City of Elgin, Illinois and the State of Illinois, Department of Transportation, Division of Aeronautics, Co-Sponsors (hereinafter referred to as the "Sponsor"), accepted by said Sponsor on June 4, 197){, should be amended as hereinafter provided, and ITIMEAS, it has been determined necessary to delete from the project description the requirement for an Environmental Impact Statement, Public Hearing, and Site Approval; and to reduce the maximum obligation of the United States under the Planning Grant Agreement accordingly. Enclosed herewith is a letter from the FAA suggesting a solution to Elgin's request to continue our airport studies on two sites. The letter suggests a state/local study of the existing - airport with a federal/state/local on the old plan continuation. If the state were to agree, the usual split is 50/50 incurring considerable extra local cost. Also, the letter does not indicate whether or not the FAA would participate in the purchase of one airport when the replacement is under study or how quickly the money would be available. We also need to know if an Airport Layout Plan and an Environmental Impact Assessment Report meet all requirements for the grant. I suggest early January for a meeting to discuss the study. Brown Vice President Arnold Thompson Associates 549 West Randolph Street Chicago, Illinois 60606 Proposed Elgin Municipal Airport Elgin, Illinois PGP Project No. A-17-0041-02 Application For Airport Master Plan Dear Mr. Brown: Your letter of July 11, 1979 transmitted a preliminary scope of work and budget anticipating subsequent submittal of an application for funding under the FAA's Planning Grant Program (PGP) and detailed the manner in which the Elgin City Council would like to pursue this master plan study. It also stated that much of the original PGP study for the Elgin area would have to be reviewed and updated and the alternatives would have to be reevaluated. The FAA's Planning Grant Program for FY-80 is considerably more con- strained than in previous years. Last year $15 million was available nationally for PGP while only $10 million is currently available for FY-80. Consequently, the FAA is funding only priority 1, 2, or 3 projects in the FY-80 program. Where airport master plans have been completed within the last four years, (as was the case with Elgin) the project priority is adjusted downward. The procedure proposed by the Elgin City Council appears to be a logical approach. We suggest that the study of the existing site be accomplished as a State/Local planning project and recommend that you con- tact the Illinois Division of Aeronautics on that matter. The new site could then be studied as a continuation of the previous master plan project and could probably justify a priority of 2 thereby making it eligible for consideration under the FAA planning grant program. i 1 2 1 We suggest a meeting be held with this office and IDA to discuss the scope and costs prior to preparing applications. Present at the meeting were representatives from your office, Arnold ThompsonAAssociates, and the Illinois Division of Aeronautics. The Elgin city council has requested that Arnold Thompson Associates prepare a scope of work and proposed budget for completion of their Airport Master Plan. The council wants the study to proceed based on the following: 1) The existing Elgin Airport will be purchased with federal funds but with little or no physical improvement programmed. 2) Concurrent with the planning for purchase of this airport, the consultant and the City will also plan for and develop a new airport on a new site. 3) Upon completion of the new airport, the existing airport may be closed and redeveloped. 4) The federal funds invested in the existing air- port will be applied to the federal share of the cost of the new airport. Mr. George P. Grote July 11, 1979 Page Two The council makes this request in recognition of long plan- ning, grant application and construction times. They feel it will take at least three years to obtain federal funds to purchase the existing airport add at least ten years to plan and construct a new airport. If these projects are accomplished consecutively, Elgin's new airport would not be open until 1993. In preparing a work scope based on the above, we find that two ALPs and two EIARs will be required. In addition, much of the original study will have to be reviewed and up- dated. Alternative sites will have to be evaluated again. Forecasts are now almost four years old and will have to be revised. A preliminary Scope of Work and Budget reflecting these prob- lems are enclosed. We have chosen to include all elements under one grant. The alternative is two grants covering existing and new sites, respectively. We would very much appreciate your comments on the feasi- bility of this approach and budget before proceeding with full scope of work and grant application. Please call if you have questions. Transportation Group April 11, 1979 Mr. Leo Nelson City Manager 150 Dexter Court Elgin, Illinois 60120 Dear Mr. Nelson: As you are aware there has been a developing dialogue between Mr. Roll of your staff, the FAA, the Illinois Department of Transportation, and myself as to how best to reinstitute those procedures that will culminate in the City of Elgin acquiring and/or constructing a Public Airport. There appear to be possibly three ways by which this goal can be accomplished. The first two, either the outright acquisition of the existing private owned Elgin Airport or the construction of a new airport, are the most conventional means available to the city. The third alternative, the acquisition of the Elgin Airport for the limited purpose of operating it as a municipal facility until such time as a new airport can be constructed, is a more complicated procedure. It also deviates from what is considered the normal manner by which a community undertakes such a program. The advantages, however, of this latter approach are twofold. First, and most obvious, is the fact that the city can guarantee the continued presence of an aeronautical facility pending the development of a new airport ( a process that conceivably could take up to seven to ten years); and second, the funds invested in acquiring the Elgin Airport can be recovered, when the property on which the Elgin Airport is located is reclaimed and in all probability put to a higher and better land usage. Thus the initial investment can be recycled and invested in the new facility. We are anxious to undertake this most interesting project on your behalf. Therefore we request that you authorize Arnold Thompson Associates to initiate and prepare the Planning Grant Application so that State and Federal funding may be forthcoming. The detailed Scope of service will, of course, be developed in conjunction with the City, State and FAA. V - There were a total of 3.11 million aircraft operations at these 30 public-use airports in FY 1976. - There are approximately 8,141 pilots registered in the eight county area, the vast majority of whom use public-use airports. RESTRICTED LA_IDING AREAS (RLA's) - There are a total of 308 based aircraft at 74 RLA's or private- use airports in Northeastern Illinois and NW Indiana. - A total of 62,586 aircraft operations were estimated to have occurred at these 74 RLA's. In the public-use portion of the system, certain individual airports dominate the overall activity estimates: 1. DuPage County, .Pal-Waukee and Chicago-Midway Airports have between 360 and 450 based aircraft each, 90U and 1100 pilots each and 180,000 to 300,000 aircraft operations each. In addition, each of these airports has significant corporate aircraft activity, with Pal-Waukee leading at 30 based pure jets (nearly half of the regional total) . 2. A second tier of crucial, busy airports.would include Lewis-Lockport, Chicagoland, Aurora Municipal and Waukegan Memorial Airports. These airports all,have high levels of aviation activity (over 1000,000 aircraft operations per year, over 160 based aircraft, and over 340 pilots) . 3. Filling out the top ten busy airports are Elgin, Schaumburg and -Lansing Municipal Airports. These three airports have relatively high levels of demand but are somewhat constrained in what demand they can serve because of limited acreage or runway length. Schaumburg and Lansing Municipal in particular serve high &Tounts of student training activity. 4. The most direct system relief for O',Hare is offered by the airports in closest proximity to O'Hare that are also able to handle larger corporate and air taxi aircraft. At present such relief is being provided by Pal-Waukee, DuPage County, Chicago-Midway, and to a lesser extent by Chicago-Meigs, Schaumburg, Chicagoland and Waukegan Memorial. Turbine-powered aircraft regularly use most of these airports, as do larger piston twin aircraft. f - 4 - 5. Ground access to airports is also an important consideration. It is in this area where the full interface with urban transportation planning is obvious. The total "landside" (or access road, oarkinq lot, terminal building system) picture is being looked at in this study. From a current system standpoint only a few airports have problems today - and mostly with overcrowded auto oarkinq lots (Pal-Waukee and DuPage County especially) . It will be relatively easy to identify those airports that will have future landside problems once a regional aviation forecast is accented for use in the development of alternatives. Attain, Schaumburg Airport is an example of one facility that, because of high population growth in its vicinity, may have severe landside constraints unless scmethina_ is done to improve the arterial roads in that township. 6. The proliferation of restricted land areas is symptomatic of the overall regional need for airports. Additional RLA sites must be carefully evaluated to avoid conflict with the planned airport system. In summary, specific geographic parts of the region have different mixes of these airport planning problems: 1. To the-North A. Land Use pressures. B. •Limited airport capacity growth - recent closures. C. Key reliever airports today. 2. Northwest A. No public ownership of airports in area. B. Land Use pressures in SE corner. C. Large numbers of RLA's. 3. West 1 A. Limited Airport Capacity close in (no room for growth in DuPage unless expansion takes place - it all falls on Elgin and Aurora) and a relatively large number of private-use RLA's which constrain the growth of the public-use portion of the system. B. Key relievers - particularly in the future to Chicago-O'Hare. 4. South A. Threatened Airport closures (Joliet, Crestwood-Howell). B. Need for a long runway, all-weather alternative for Chicago-Midway (particularly with the return of airline service there). Present airport self supporting now and paying taxes - 50 direct jobs. Airlines are cutting off services to small communities - it's more and more moving toward general aviation airports. Costs of $20,000 acre at present site - $5,000 acre for farm land. Present site much more valuable for other uses. Will citizens approve expanded use etc. of existing site? Land values at present site would double with sewer and water. DuPage airport can't really accommodate loaded small jets - which is partially why so few jets are based there. Availability of funding from Federal and State? CATS calls for a major business jet airport West of Elgin - highest priority in N. W. corridor. F.A.A. will officially respond only to specific request. No one on committee opposes site C (per Chairman Sites) but feel it is impractical at this time.
