FOR YEAR 4 LEAD SERVICE LINE REPLACEMENT— CONTRACT D EMERGENCY REPAIRS (Bid No. 25-009) WHEREAS, the City of Elgin has heretofore entered into a contract Trine Construction Corp. for year 4 lead service line replacement —contract D emergency repairs (Bid No. 25-009); and WHEREAS, it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1 attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that Richard G. Kaptain, Mayor Presented: November 5, 2025 Adopted: November 5, 2025 Omnibus Vote: Yeas: 9 Nays: 0 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk OF'6(c k', City of Elgin Change Order ELGIN,ILLINOIS PROJECT ft Bid No. 25-009 CHANGE ORDER No. 1 CONTRACT: Year 4 Lead Service Line Replacement—Contract D(Emergency Repairs)(Bid No.25-009) SCOPE:The Year 4 Lead Service Line Replacement Program—Contract D project objective is to replace lead service lines on an emergency repair basis from May 3,2025 until April 30,2026.The total original contract amount is $699,110.00 for an estimated 60 lead service line replacements, comprised of 48 partials and 12 full replacements. This change order would allow for additional lead service line replacements to be performed under this contract which are necessary for the reasons stated below. REASONS FOR CHANGE: Unexpected additional lead service line replacements must be completed prior to an upcoming Illinois Department of Transportation(IDOT)resurfacing project on Route 25 between I-90 and Page Ave. The cost for this additional work necessitates an increase in the original contract amount. To date, 57 lead service line replacements have been completed (23 partials and 34 full replacements), of which 32 replacements were associated with the IDOT resurfacing project. In addition to the 183% increase in full-service line replacements,additional cost increases are associated with the following items related to lead service line replacements performed in the IDOT right-of-way: • Traffic control and protection • Home assessments • Water filters • Potholing existing water services • Water service abandonments • Internal plumbing fittings replacements • Concrete curb and gutter replacement • Hot-mix asphalt pavement patching The circumstances said to necessitate the change in performance were not reasonably foreseeable at the time the contract was signed; the proposed change is germane to the original contract as signed; and the change order is in the best interests of the City of Elgin and is authorized by law. SUMMARY OF CHANGES IN CONTRACT TIME AND WORK: ORIGINAL CONTRACT AMOUNT: $699,110.00 CHANGE ORDER No. I ADD $342,563.90 TOTAL FOR CHANGE ORDER NO. 1. ADD $342,563.90 TOTAL REVISED CONTRACT AMOUNT: $1,041,673.90 The original amount of the contract with Trine Construction Corp. is $699,110.00. Change Order No. 1 will increase the contract amount by a total of$342,563.90,that sum representing 49%of the original contract amount. The revised contract amount inclusive of all change orders is $1,041,673.90. OTHER CONTRACT PROVISIONS:All other contract provisions remain the same.
