(Stantec) is pleased to submit this proposal in response to the City of Elgin's (City) request for engineering services for water distribution modeling and mapping. In this proposal, Stantec has prepared the following scope of work, schedule, and budget for these services in response to the City's email dated July 7, 2025. Project Understanding In partnership with Engineering Enterprises, Inc. (EEI) and as part of the City's ongoing master planning initiatives, Stantec has updated the Water Distribution System hydraulic model using InfoWater Pro software. This model, last revised in March 2024 as part of the City's Comprehensive Water Master Plan Update, is a key tool for evaluating system performance under various operating conditions and supports both regulatory compliance and infrastructure planning. This proposal outlines Stantec's support in developing three (3) maps to assist the City in completing the Illinois Environmental Protection Agency(IEPA) Schedule B form for proposed watermain extensions. These maps are intended to serve as a planning resource, helping the City better understand existing constraints and opportunities within the water distribution system, specifically related to pressure and fire flow. It is important to note that these maps are not intended to replace detailed hydraulic analyses required to evaluate the impacts of proposed watermain extensions. Instead, they are tools to help guide planning and decision- making. The hydraulic modeling will be limited to the existing water distribution system and will not include any proposed watermain extensions. The maps will illustrate: • The theoretical maximum capacity of the existing system while maintaining a minimum residual pressure of 20 psi. • The ability of the existing system to maintain normal working pressures of 35 psi and a minimum of 20 psi under all flow conditions. September 12,2025 Page 2 of 6 Reference: City of Elgin Water Distribution System Mapping • The expected operational pressure ranges on the boundaries/connection points of proposed watermain extensions. These deliverables will be based on the most current hydraulic model and demand data. from March 2024 and updated during the City of Elgin Master Planning efforts, and provide clear, visual, and tabular data to support the City's permitting and planning efforts. Scope of Services The following tasks will be performed to support the City's request: • Task 1 —Water Distribution Modeling and Mapping • Task 2—Project Management 1.1 Task 1 - Water Distribution Modeling and Mapping 1.1.1 Hydraulic Model Analysis Stantec will utilize the updated City of Elgin Water Distribution System hydraulic model to simulate the following three (3) scenarios. • Maximum Day Steady State (SS) + Fire Flow conditions to determine the available flow at 20 psi residual pressure. • Average Day Extended Period Simulation (EPS) Demand to assess the maximum pressure range, assuming all elevated tanks start at 90%full and a typical distribution of pumps are on • Maximum Day EPS Demand to assess the minimum pressure range under peak demand, assuming all elevated tanks start at 90%full and a typical distribution of pumps are on. This task includes internal Quality Assurance and Quality Control (QA/QC)for each modeling scenario. 1.1.2 Develop Maps and Tables Using the results from the three scenarios, Stantec will develop three (3) maps and corresponding tables • Map 1 —Available Fire Flow at 20 psi Residual Pressure This map will display the theoretical available flow at each node under maximum day plus fire flow conditions and include a tabular summary of the results. September 12,2025 Page 3 of 6 Reference: City of Elgin Water Distribution System Mapping • Map 2— Maximum Pressure Ranges: Average Day Demand This map will illustrate the range of maximum pressures throughout the system under average day conditions and include a tabular summary of the results. • Map 3— Minimum Pressure Ranges: Maximum Day Demand This map will illustrate the range of minimum pressures under maximum day demand conditions and include a tabular summary of the results. This task includes internal QA/QC for each map. 1.1.3 Technical Memorandum Stantec will compile the maps and accompanying tables into a brief technical memorandum summarizing the modeling analysis and results. A draft of the technical memorandum will be submitted electronically in Portable Document Format (PDF) to City Staff for review and comment. This task includes one (1) virtual meeting with City Staff and EEI to review the draft technical memorandum, gather feedback, and discuss any necessary revisions. Following the meeting. Stantec will incorporate the City's comments and finalize the technical memorandum. The final technical memorandum PDF will then be submitted to the City electronically. This task includes internal QA/QC for the draft and final versions of the Technical Memorandum. Task 1 Deliverables The following deliverables will be provided to the City electronically. • Draft Technical Memorandum, including Maps 1 —3 and corresponding tables (PDF) • Final Technical Memorandum, including Maps 1 —3 and corresponding tables (PDF) Task 1 Meetings One (1) meeting with City Staff, EEI, and Stantec held virtually to review the draft deliverables, gather feedback. and discuss any necessary revisions. Up to two (2) Stantec team members will be in attendance. 1.2 Task 2 — Project Management Up to six(6) hours are allocated to the Stantec Project Manager to coordinate with the City. set up the project, and prepare an invoice for this work. September 12,2025 Page 4 of 6 Reference: City of Elgin Water Distribution System Mapping Assumptions and Exclusions The scope of services and level of effort presented in this proposal are based on the following assumptions: • The most recent version of the City's Water Distribution System hydraulic model (using InfoWater Pro software and last revised in March of 2024)will be used for all analyses. The modeling will reflect current system conditions only and will not include proposed developments or watermain extensions. • The hydraulic modeling analyses are based on system conditions from 2023-2024. This scope does not account for updates or modifications to the water distribution system that may have occurred since that time, such as the completion of capital improvement projects. Therefore, the resulting maps should be used as a planning tool only and should not serve as the sole source of information for permitting decisions. Site-specific hydraulic evaluations are still required to assess the serviceability of proposed watermain extensions and their potential impacts on the existing distribution system • All deliverables will be provided to the City electronically in PDF. Printing and delivery of hard copy materials are not included in this scope or fee. • All meetings associated with this project will be conducted virtually. September 12.2025 Page 5 of 6 Reference: City of Elgin Water Distribution System Mapping Schedule The project is expected to have a 40-day duration after the work authorization is received, as detailed below in Table 1. Changes in project scope may delay the overall project schedule. Table 1.
