I DO FURTHER CERTIFY that the attached is a full,true, and correct copy of: RESOLUTION NO. 25-133 RESOLUTION APPROVING THE 2025 ANNUAL ACTION PLAN,AMENDING THE 2022 AND 2023 ANNUAL ACTION PLANS,AND AUTHORIZING THE EXECUTION OF DOCUMENTS NECESSARY TO PARTICIPATE IN AND IMPLEMENT ACTIVITIES FUNDED UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM adopted by the Elgin City Council at its legally convened meeting held on August 13, 2025. Kimberly w' , City Clerk (SEAL) Resolution No. 25-133 RESOLUTION APPROVING THE 2025 ANNUAL ACTION PLAN,AMENDING THE 2022 AND 2023 ANNUAL ACTION PLANS,AND AUTHORIZING THE EXECUTION OF DOCUMENTS NECESSARY TO PARTICIPATE IN AND IMPLEMENT ACTIVITIES FUNDED UNDER THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM WHEREAS, Title 1 of the Housing and Community Development Act of 1974 provides Community Development Block Grant (CDBG) funding to units of local government for the purpose of developing viable urban communities by providing decent housing, a suitable living environment, and by expanding economic opportunities; and WHEREAS,the CDBG Program is funded by the U.S. Department of Housing and Urban Development(HUD)and is to be implemented in a manner consistent with priorities and strategies identified in a Housing and Community Development Consolidated Plan; and WHEREAS, such a plan,covering a five-year period,was prepared and made available for public comment as required by the Kane-Elgin Consortium's Citizen Participation Plan; and WHEREAS, it is necessary to approve an Annual Action Plan for Program Year 2025 in order for the City to qualify for an annual allocation of CDBG funds from HUD; and WHEREAS, it is necessary to amend the Annual Action Plans for Program Years 2022 and 2023 to reallocate surplus funds to the Affordable Housing Fund. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS: Section 1.That the 2025 Annual Action Plan,including the activities listed below,is hereby approved: 1. Affordable Housing Fund The Affordable Housing Fund(AHF)will leverage multiple funding sources to support the preservation and creation of affordable housing for households with incomes at or below 80%of the area median income ($95,900 for a family of four). CDBG funds will be used to provide gap financing for the development of affordable rental and/or home-ownership projects within the City of Elgin. Following a public application process, specific developers and projects will be selected to receive financing by the Kane-Elgin Home Commission. 2025 CDBG Funding: $232,951.00 Agency: TBD by Home Commission 2. Owner-Occupied Housing Rehabilitation Program CDBG funds will be used to provide housing rehabilitation assistance to low/moderate- income homeowners in the City of Elgin. Critical repairs will be made to improve living conditions and occupant safety, such as replacing water service lines and/or sanitary sewer laterals, replacing water heaters and/or furnaces, and upgrading electrical systems. 2025 CDBG Funding: $250,000.00 Agency: Community Contacts, Inc. 3. Community Crisis Center Building Rehabilitation The Community Crisis Center will replace the dilapidated exterior doors at the northwest corner of its facility with new doors that are historically appropriate for the landmark structure. 2025 CDBG Funding: $21,944.00 Agency: Community Crisis Center 4. Senior Services Building Rehabilitation Senior Services Associates will replace its facility's dilapidated windows with new windows that are historically appropriate for the art deco-style structure. 2025 CDBG Funding: $97,607.00 Agency: Senior Services Associates, Inc. 5. Housing and Case Management Services Fellowship Housing Corporation will provide expanded services to Elgin clients,including transitional housing assistance and case management for individuals who are homeless or at-risk of homelessness. 2025 CDBG Funding: $22,000.00 Agency: Fellowship Housing Corporation 6. Program Administration CDBG funds will be used to cover costs associated with the administration of the CDBG program, including providing technical assistance to project sponsors and ensuring conformance with all federal requirements. 2025 CDBG Funding: $135,118.00 Agency: Elgin Community Development Department 7. Continuum of Care Program CDBG funds will be used to cover costs associated with the administration of the Continuum of Care, which facilitates the award of state and federal funding to Elgin agencies that serve the homeless population. 2025 CDBG Funding: $4,300.00 Agency: Kane County Section 2. That the 2022 and 2023 Annual Action Plans are hereby amended to reallocate surplus funds for the activity listed below: 1. Affordable Housing Fund The Affordable Housing Fund(AHF)will leverage multiple funding sources to support the preservation and creation of affordable housing for households with incomes at or below 80% of the area median income ($95,900 for a family of four). Additional CDBG Funding: $225,337.00 Agency: TBD by Home Commission Section 3. That the above funding awards are conditioned on each agency's compliance with applicable HUD requirements,and satisfaction of conditions outlined in the attachment to the report and recommendation issued to the Mayor and Members of the City Council at the Committee of the Whole meeting of June 25, 2025. Section 4. That David J. Kaptain, Mayor,and Richard G. Kozal, City Manager, are hereby authorized and directed to execute such applications,agreements, certifications, reports, and other documents required by HUD and other agencies to complete the activities described in the plans approved/amended herein. Section 5. That Richard G. Kozal, City Manager, is hereby authorized and directed to execute agreements with Community Contacts, Inc. in an amount not to exceed $493,430.02 to provide rehabilitation assistance to Elgin homeowners, and Spillane and Sons, Inc. in an amount not to exceed $575,306.00 to develop affordable single-family housing. s/David J.
