HomeMy WebLinkAbout25-106 Resolution No. 25-106 RESOLUTION AUTHORIZING EXECUTION OF AN AMENDMENT AGREEMENT WITH THE SERVICE EMPLOYEES INTERNATIONAL UNION, LOCAL 73 MUNICIPAL DIVISION, ELGIN PUBLIC WORKS CHAPTER BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that Richard G. Kozal, City Manager, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute an Amendment Agreement on behalf of the City of Elgin with Service Employees International Union Local 73 Municipal Division Elgin Public Works Chapter, a copy of which is attached hereto and made a part hereof by reference. s/David J. Kaptain, Mayor Presented: May 28, 2025 Adopted: May 28, 2025 Omnibus Vote: Yeas: 8 Nays: 0 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk AMENDMENT AGREEMENT This Amendment Agreement is made and entered into as of the 28 day of May , 2025, by and between the City of Elgin (hereinafter called the "City") and the Service Employees Service International Union, Local 73 Municipal Division, Elgin Public Works Chapter(hereinafter called the "Union"). WHEREAS, the City and Union have entered into a Collective Bargaining Agreement for the period of January 1, 2022 through December 31,2024(such Collective Bargaining Agreement is hereinafter referred to as the ("Subject Collective Bargaining Agreement"); and WHEREAS, the City and the Union have agreed to amend the provisions of Article IX, Section 1, of the Subject Collective Bargaining Agreement regarding wages, and to extend the term of the Subject Collective Bargaining Agreement through December 31, 2025. NOW, THEREFORE, for and in consideration of the mutual undertakings herein, the mutual undertakings set forth in the Subject Collective Bargaining Agreement,and other good and valuable consideration, the receipt and sufficiency of which is hereby acknowledged,the City and the Union hereby agrees as follows: 1. Amend Preamble to read as follows: "This agreement is made by and between the City of Elgin (herein called "City") and the Service Employees International Union, Local 73 Municipal Division,Elgin Public Works Chapter (herein called "Union") and sets forth the wages and benefits for the period January 1, 2022 through December 31, 2025. This agreement shall constitute the sole and entire agreement between the parties, and shall replace and supersede all prior agreements, including, but not limited to, the prior agreement between the City and the Union dated July 13, 2022, setting forth wages, hours and other terms and conditions of employment with the City retaining all other rights to operate the City government effectively and in a responsible and efficient matter. Each employee represented by the Union will receive a copy of this Agreement." 2. Article IX, Section 1. Wages, of the Subject Collective Bargaining Agreement be and is hereby amended to read as follows: "Section 1. Wages. Effective at the beginning of the next payroll period immediately following the ratification of this Agreement by both parties,employees covered by this Agreement shall receive a three percent (3%) across the board hourly wage increase retroactive to January 1, 2022. Effective January 1, 2023, employees covered by this Agreement shall receive a three percent (3%) across the board hourly wage increase. Effective January 1, 2024, employees covered by this Agreement shall receive a three percent(3%)across the board hourly wage increase. Effective June 1,2025,employees covered by this Agreement shall receive a three percent (3%) across the board hourly wage increase." 3. Delete side letter to the January 1, 2022 through December 31, 2024 collective bargaining agreement between the City of Elgin (the "City") and the Service Employees International Union Local 73 Municipal Division Elgin Public Works Chapter(the"Union")regarding the SEIU National Industry Pension Fund for 2025. 4. That except as specifically amended herein, the Subject Collective Bargaining Agreement shall remain in full force and effect.
