RESOLUTION
APPOINTING MEMBERS TO THE CIVILIAN REVIEW
BOARD SELECTION COMMITTEE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS,
that Walter Blalark, Caroll Bailey, Ismael Cordova-Clough are hereby appointed as members of
the Civilian Review Board Selection Committee.

Original consideration of this resolution was on the August 14, 2024 City Council Meeting:
Councilmember Martinez made a motion, seconded by Councilmember Thoren, to amend the
proposed resolution by replacing Tatina Calhamer with Ismael Cordova-Clough and adopt the
following resolution. Upon a roll call vote: Yeas: Councilmembers Good, Martinez, Ortiz,
Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: Councilmember Powell.
Councilmember Dixon was absent.
This resolution was reconsidered and revoted on at the August 28, 2024 City Council Meeting:
Councilmember Steffen made a motion, seconded by Councilmember Rauschenberger, to adopt
the following resolution. Upon a roll call vote: Yeas: Councilmembers Dixon, Good, Martinez,
Ortiz, Powell, Rauschenberger, Steffen, Thoren, and Mayor Kaptain. Nays: None.
