RESOLUTION
AUTHORIZING EXECUTION OF A CHANGE ORDER NO. 1 AND FINAL WITH
CORNERSTONE PARTNERS HORTICULTURAL SERVICES FOR THE CENTRAL
BUSINESS DISTRICT CONTRACTUAL LANDSCAPE MAINTENANCE
(BID NO. 24-025A)
WHEREAS, the City of Elgin has heretofore entered into a contract with Cornerstone
Partners Horticultural Services for the central business district contractual landscape maintenance
(Bid No. 24-025A); and
WHEREAS,it is necessary and desirable to modify the terms of the contract as is described
in Change Order No. 1 and Final attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS,that Richard G.Kozal,City Manager,be and is hereby authorized and directed
to execute Change Order No. 1 and Final, a copy of which is attached hereto and made a part
hereof by reference.

CHANGE ORDER No. 1
CONTRACT: Central Business District Contractual Landscape Maintenance (Bid No. 24-
025A)
SCOPE: The change order adds $19,988 for 2024 and $36,794 in subsequent years to the Cen-
tral Business District Contractual Landscape Maintenance contract with Cornerstone Partners
Horticultural Services Co. to allow for additional landscaping work to be completed at the seven
(7) Elgin Fire Department stations. The original contract consists of an original term of three
years with three subsequent one-year optional renewal terms and any annual amount not to ex-
ceed $198,723 and a total cost not to exceed $1,192,338 for all terms. One partial year of the
agreement has elapsed. This change order adds an amount not to exceed $19,988 for 2024 and
$36,794 per year for the remaining two year plus three optional years for a total increase not to
exceed $203,958 to the Central Business District Contractual Landscape Maintenance contract to
facilitate landscape services at the seven (7) City of Elgin Fire stations. This will provide for ad-
ditional landscaping work to be provided by the current contractor at the rates provided for in the
current contract.
REASONS FOR CHANGE:
At the initial signing of the contract, this additional portion of landscape work was not consid-
ered. After conversations with the Elgin Fire Department it was suggested to add this work into
the existing contract with Cornerstone Partners Horticultural Services Co. as it is similar work, it
will follow the same work plan and the contractor's work up to this point has been satisfactory.
The circumstances said to necessitate the change in performance were not reasonably foreseeable
at the time the contract was signed; the change is germane to the original contract as signed; and
the change order is in the best interests of the City of Elgin and is authorized by law.
SUMMARY OF CHANGES IN CONTRACT AMOUNT:
The amount due under the original contract is being increased by $19,988 in 2024 and by
$36,794 per year in the two subsequent years and three subsequent optional years. This will al-
low the contractor to perform landscaping work at the seven Elgin Fire Department stations.

The original amount of the contract with Cornerstone Partners Horticultural Services is
$1,192,338. Change Order No. 1 will increase the original contract amount by a total not to
exceed $203,958, that sum representing 17.12% of the original contract amount. The new
contract amount,inclusive of all change orders,is$1,396,296.
OTHER CONTRACT PROVISIONS: All other contract provisions remain the same.
