RESOLUTION
ADOPTING THE 2024 STRATEGIC PLAN
WHEREAS, the City of Elgin has previously adopted the City's Strategic Principles and
Priorities for 2018-2022; and
WHEREAS, the Elgin City Council and staff engaged in strategic planning workshops.
discussions and deliberations during 2022 and 2023; and
WHEREAS,the City of Elgin has engaged the community and its key stakeholders during
interviews, in-person workshops and virtual meetings in drafting a successor Strategic Plan; and
WHEREAS, the 2024 Strategic Plan establishes the City Council's vision, mission and
value statements; and
NOW,THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS, that the attached 2024 Strategic Plan is hereby adopted as a policy document
of the City of Elgin to serve as the framework for the setting of strategic principles and priorities,
departmental operational planning, budget development and resource allocation.

The City of Elgin is located in Cook and Kane According to the 2022 American Community Survey,
Counties, 35 miles from the City of Chicago.With Elgin's top employment sector is Educational
a population of nearly 115,000 residents in the Services, Healthcare,and Social Assistance,which

The City of Elgin initiated a
strategic planning process in 2022
to guide the direction of the City
for the next three to five years.
The process used to develop the plan was 'E -� ./ ,,

Elgin's strategic planning process involved input from a .� 5
broad group of internal and external stakeholders to achieve -
these conditions for success. To date, this has included:
Interviews with the Mayor and Council and listening
sessions with Board and Commission Chairs
A workshop with the City Manager and Senior Following adoption
