HomeMy WebLinkAbout23-17 Resolution No. 23-17 RESOLUTION ADOPTING THE 2023 STRATEGIC PLAN WHEREAS, the City of Elgin has previously adopted the City's Strategic Principles and Priorities for 2018-2022; and WHEREAS, the Elgin City Council and staff engaged in strategic planning workshops. discussions and deliberations throughout 2022; and WHEREAS,the City of Elgin has engaged the community and its key stakeholders during interviews, in-person workshops and virtual meetings in drafting a successor Strategic Plan; and WHEREAS, the 2023 Strategic Plan establishes the City Council's vision, mission and value statements; and NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN, ILLINOIS, that the attached 2023 Strategic Plan is hereby adopted as a policy document of the City of Elgin to serve as the framework for the setting of strategic principles and priorities, departmental operational planning,budget development and resource allocation. s/David J. Community The City of Elgin is located in Cook and Kane According to the 2022 American Community Survey, Counties,35 miles from the City of Chicago.With Elgin's top employment sector is Educational a population of nearly 115,000 residents in the Services, Healthcare, and Social Assistance,which 2020 Census, its population growth is outpacing employs 19%of residents.The Elgin School District is state trends. Elgin's residents are diverse,with 47% the City's top employer.The second largest industry of residents identifying as Hispanic or Latino, 5% in Elgin is Manufacturing,which employs 18%of identifying as Black, and 5%identifying as Asian. residents. In 2021,the Bureau of Labor Statistics Over a quarter of Elgin's population is foreign born, reported that the City's unemployment rate is slightly and 46%of residents report speaking a language higher than the national average at 7.3% other than English. Elgin offers a wide array of cultural and recreation amenities for residents and visitors, including the Lords Park Zoo and Hemmens Cultural Center,which hosts the nationally renowned Elgin Symphony Orchestra.The City is host to popular events such as Nightmare on Chicago Street and the annual Historic Elgin House Tour.Additionally,the Fox River provides opportunities for outdoor recreation and more adult entertainment at the Grand Victoria riverboat casino. It is a unique I community with a rich R history that distinguishes it from the rest of the s`ei Chicago metropolitan area. � 1 •h Strategic PlanningProcess The City of Elgin initiated a strategic planning process in 2022 to guide the direction of the City for the next three to five years. The process used to develop the plan was designed to ensure: + A shared vision of the outcomes that City sought to create.
