I, Kimberly Dewis, DO HEREBY CERTIFY that I am the duly qualified City Clerk of
the City of Elgin, in the Counties of Kane and Cook in the State of Illinois, and that as such City
Clerk I am the keeper and custodian of the files and records of said City of Elgin and the seal
thereof.

APPROVING FUNDING IN CONNECTION WITH THE AGREEMENT BETWEEN THE
STATE OF ILLINOIS ACTING BY AND THROUGH ITS DEPARTMENT OF
TRANSPORTATION AND THE CITY OF ELGIN FOR CERTAIN IMPROVEMENTS AT
ILLINOIS ROUTE 31 AND US ROUTE 20
adopted by the Elgin City Council at its legally convened meeting held on April 26, 2023.
In Witness Whereof, I have hereunto set my hand and affixed the corporate seal of the
City of Elgin at the said City in the County and State aforesaid this April 27, 2023.

RESOLUTION
APPROVING FUNDING IN CONNECTION WITH THE AGREEMENT BETWEEN THE
STATE OF ILLINOIS ACTING BY AND THROUGH ITS DEPARTMENT OF
TRANSPORTATION AND THE CITY OF ELGIN FOR CERTAIN IMPROVEMENTS AT
ILLINOIS ROUTE 31 AND US ROUTE 20
WHEREAS, the CITY OF ELGIN (CITY) has entered into an AGREEMENT with the
STATE OF ILLINOIS (STATE) for the improvement of US 20 at IL 31, known as Contract No.
62G41, STATE Section No.: 8HB-2; and
WHEREAS,in compliance with the aforementioned AGREEMENT, it is necessary for the
CITY to appropriate sufficient funds to pay its share of the cost of said improvement.
NOW THEREFORE,BE IT RESOLVED,that there is hereby appropriated the sum of Two
Million Four Hundred Forty Thousand Eight Hundred Sixty-Two Dollars ($2,440,862.00) or so
much thereof as may be necessary,from any money now or hereinafter allotted to the CITY,to pay
its share of the cost of this improvement as provided in the AGREEMENT; and
BE IT FURTHER RESOLVED,that upon award of the contract for this improvement,the
CITY will pay to the STATE in a lump sum from any funds allotted to the CITY,an amount equal to
80%of its obligation incurred under this AGREEMENT,and,upon completion of the project,will
pay to said STATE the remainder of its obligation, based on final costs; and
BE IT FURTHER RESOLVED,that the CITY agrees to pass a supplemental resolution to
provide any necessary funds for its share of the cost of this improvement if the amount appropriated
herein proves to be insufficient, to cover said cost.
