FOR 2021-2022 BULK ROAD SALT PROCUREMENT WHEREAS,the City of Elgin has heretofore entered into a contract with Compass Minerals America, Inc. for 2021-2022 bulk road salt procurement; and WHEREAS,it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1 and Final attached hereto. Kaptain, Mayor Presented: June 8, 2022 Adopted: June 8, 2022 Omnibus Vote: Yeas: 8 Nays: 0 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk City of Elgin Change Order j� ELGIN,ILLINOIS PURCHASE ORDER 336989 CHANGE ORDER No. 1 AND FINAL i CONTRACT:2021-2022 Bulk Road Salt Procurement—State of Illinois Joint Purchasing Contract SCOPE: The City Council approved a bulk road salt purchase for the 2021-2022 snow season for 9,000 tons of road salt for a total amount of$454,860. This Change Order No. 1 and Final will authorize an additional 1,400 tons of road salt at an additional cost of$70,000 beyond the amount previously author- ized. REASONS FOR CHANGE: During the 2021-2022 winter season,the department of public works used 6,263 total tons ofrock salt during winter operations. Average annual usage over the previous four winters has been 7,500 tons. During the most recent procurement period,the city's per ton pricing of$50.54 was nearly 50 percent less than the season prior and it was incumbent of staff to take advantage of the pricing. During the month of April 2022, the department placed final orders for rock salt to fill the city's three storage facilities to capacity providing over 13,500 tons of road salt on hand entering the 2022/2023 sea- son. This capacity provides the city with 180 percent of on hand storage of annual usage meaning during typical operations,the city has enough salt on hand to get through nearly two(2) average winters without procuring additional materials. The city budgeted $1,200,000 for bulk road salt in 2022 and will remain under budget approximately$675,000 with this change order. The circumstances necessitating the change and performance were not reasonably foreseeable at the time the contract was signed; the change is germane to the original contract as signed; and the change order is in the best interests of the City of Elgin and is authorized by law. SUMMARY OF CHANGES IN CONTRACT AMOUNT: This contract is being amended in cost only. ORIGINAL CONTRACT AMOUNT: $454,860 CHANGE ORDER No. 1 AND FINAL 1400 Additional Tons of Road Salt $70,000 TOTAL FOR CHANGE ORDER NO. t AND FINAL ADD $70,000 TOTAL REVISED CONTRACT AMOUNT: $524,860 The original amount of the contract with Compass Minerals America Inc. is$454,860. Change Order No. 1 and Final will increase the original contract amount by a total of$70,000 that sum representing fifteen and one half percent (15.5%)of the original contract amount. The new contract amount, inclusive of all change orders is$524,860. OTHER CONTRACT PROVISIONS: All other contract provisions remain the same.
