HomeMy WebLinkAbout22-17 Resolution No. 22-17 RESOLUTION AUTHORIZING EXECUTION OF A CHANGE ORDER NO. 1 AND FINAL WITH TRINE CONSTRUCTION COMPANY FOR THE LORD STREET COMBINED SEWER SEPARATION—PHASE VI PROJECT (BID NO. 21-030) WHEREAS, the City of Elgin has heretofore entered into a contract with the Trine Construction Company for the Lord Street combined sewer separation—Phase VI project(Bid No. 21-030); and WHEREAS,it is necessary and desirable to modify the terms of the contract as is described in Change Order No. 1 and Final attached hereto. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,ILLINOIS,that Richard G.Kozal,City Manager,be and is hereby authorized and directed to execute Change Order No. 1 and Final,a copy of which is attached hereto and made a part hereof by reference. s/David J. Kaptain, Mayor Presented: February 9, 2022 Adopted: February 9, 2022 Vote: Yeas: 9 Nays: 0 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk City of Elgin Change Order ELGIN,ILLINOIS PROJECT#409871 CHANGE ORDER No.1 and Final CONTRACT:Bid No.21-030—Lord Street Combined Sewer Separation—Phase VI SCOPE: The Lord Street Combined Sewer Separation(CSS)Phase VI project objective was to separate the exist- ing combined sewer into two separate systems for storm water collection and sanitary sewer collection. The scope of work called for installation of storm Reinforced Concrete Pipe(RCP)of various sizes be- tween 24-inch to 54-inch diameter. It also included installation of 68x43-inch elliptical RCP storm pipe, as well. Structures such as catch basins,storm manholes and water main work were included in the scope of work.The entire scope of work occurred within a residential neighborhood.Thus,existing resi- dential lateral sewer and water lines were also affected by the scope of this project.This change order addresses the additional cost for the sanitary sewer laterals. The limits of the work include: • Orange Street:Elm Street to Jewett Street • Jewett Street: Orange Street to Walnut Street • Walnut Street: Jewett Street to Gertrude Street • Washburn Street: Jewett Street to Orchard Street • Orchard Street: Orange Street to Oak Street REASONS FOR CHANGE: There were forty-five (45)residential homes affected by the installation of the storm pipe as described above. The existing elevations of the residential sanitary sewer lateral lines to the existing combined sewer were unknown at the time of design. During excavation for the large diameter RCP storm pipe, conflicts between the existing sanitary laterals and new RCP storm pipe were exposed. The contractor had to change the existing elevation and use ductile iron pipe(DIP)on the existing sanitary sewer lateral to ensure that the sanitary sewer lateral pipes provide strength not to change shape,due to the close prox- imity of the storm sewer to the sanitary laterals. The additional costs for the change order are for the material and labor to resolve the elevation conflict for all of these residences. The changes provided in this Change Order No. 1 and Final are germane to the original contract as signed and this Change Order No. 1 and Final is in the best interest of the City of Elgin and authorized by law. SUMMARY OF CHANGES IN CONTRACT AMOUNT: The additional cost is for the installation of ductile iron pipe and associated labor for forty-five(45)resi- dential homes affected by the installation of the large diameter RCP storm pipe throughout the project limits. ORIGINAL CONTRACT AMOUNT: $3,616,763.00 CHANGE ORDER NO. 1 and Final (Ductile Iron Pipe and Labor) TOTAL FOR CHANGE ORDER NO. 1: ADD $ 91,362.49 PREVIOUS CHANGE ORDER(S): Change Order No.N/A $0.00 TOTAL OF PREVIOUS CHANGE ORDERS: ADD $0.00 TOTAL REVISED CONTRACT AMOUNT: $3,708,125.49 The original amount of the contract with Trine Construction is$3,616,763.00. Change Order No. 1 and Final totaling $91,362.49 will increase the original contract amount by a total of$91,362.49, that sum representing approximately two and fifty-three hundredths of a percent(2.526%)of the original contract amount.The new contract amount,inclusive of all change orders is$3,708,125.49 OTHER CONTRACT PROVISIONS: All other contract provisions remain the same.
