RESOLUTION
AUTHORIZING EXECUTION OF A CHANGE ORDER NO. 1 AND FINAL WITH J. GILL
AND COMPANY CONCRETE SPECIALISTS FOR THE FOUNTAIN SQUARE AND
SPRING STREET PARKING STRUCTURE REPAIRS
(BID NO. 22-033)
WHEREAS, the City of Elgin has heretofore entered into a contract with J. Gill and
Company Concrete Specialists for the Fountain Square and Spring Street parking structure repairs
(Bid No. 22-033); and
WHEREAS,it is necessary and desirable to modify the terms of the contract as is described
in Change Order No. 1 and Final attached hereto.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN,ILLINOIS,that Richard G. Kozal,City Manager,be and is hereby authorized and directed
to execute Change Order No. 1 and Final, a copy of which is attached hereto and made a part
hereof by reference.

PROJECT: BID 22-033
CHANGE ORDER NO. 1 AND FINAL
CONTRACT: Fountain Square and Spring Street Parking Structure Repairs - Bid 22-033
SCOPE: The change order adds $15,000 to the Fountain Square and Spring Street Parking Structure
Repairs contract to address additional repairs discovered to be necessary beyond the initial scope of the
contract. The scope of work will be expanded to include those items listed on the correspondence at-
tached to this Change Order No. I and Final dated August 9, 2022.
REASONS FOR CHANGE:
• Once the repair work began on the Spring St. Deck new damage was discovered that was not
reasonably foreseeable at the time the contract was signed;
• The change allows the current contractor to perform the repairs at the same time the remaining
repairs are completed;
• The change order is in the best interests of the City of Elgin and authorized by law;
• The change is germane to the original contract as signed.
SUMMARY OF CHANGES IN CONTRACT AMOUNT: The contract is being increased by
$15,000.
ORIGINAL CONTRACT AMOUNT: $127,309
CHANGE ORDER NO. l AND FINAL
Funding for repairs at the Spring St. Parking Deck $15,000
TOTAL FOR CHANGE ORDER NO. I AND FINAL $15,000
TOTAL REVISED CONTRACT AMOUNT: $142,309
The original amount of the contract with J. Gill and Company is $127,309. Change Order No. 1 and fi-
nal will increase the original contract amount by a total of$15,000, that sum representing eight and 5
tenths percent (8.5%) of the original contract amount. The new contract amount, inclusive of all change
orders is $142,309.
OTHER CONTRACT PROVISIONS: The scope of work of the original is expanded as described
above. All other contract provisions remain the same.

Re: Spring Street Garage- PT Repair Proposal
Dear Greg:
J. Gill and Company(J Gill)proposes to furnish all labor,material, equipment and supervision necessary
to address the(4)broken PT tendon on Level 2 of the Spring Street Garage, as discussed, for the total cost
of S 15,000.
Scope of Work
I. Coordinate parking closures with owner prior to performing repairs.
2. Provide barricades around our work areas.
3. Identify and layout areas of failed PT cables.
4. Perform demolition and remove deteriorated concrete to expose and evaluate PT cables.
5. Perform PT repairs.
6. Pour back and finish concrete at PT openings.
7. Clear up and demobilize.
J Gill will coordinate with Walker as necessary to complete these repairs.
