PROJECT RIVERSIDE WTP MAIN SWITCHGEAR IMPROVEMENTS
CHANGE ORDER No. 1
CONTRACT: The Work of this Contract is generally described as construction of electrical distribution
system improvements, including, but not limited to sitework, yard piping, structural, architectural, heat-
ing, ventilation, air conditioning, plumbing, electrical, and instrumentation and control work. (Bid No.
22-031).
SCOPE: The low responsive bid for the contract exceeds the City's budgeted funds. The City and the
Contractor have engaged in negotiations to negotiate an adjustment of the bid price in order to bring the
bid within the amount of available funds by eliminating independent deductive items specified in the
invitation for bids. Change Order No. I includes the following reductions in the scope of work for the
contract and reductions in the contract price:
l. Decrease Allowance A-1 by $25,000. Reduce contract amount by $25,000.
2. Remove Allowances A-2,A-3, A-5,and A-7. Reduce contract amount by $55,000.
3. Remove Allowance A-9 (delete contaminated soil removal). Reduce contract amount by
$40,000.
4. Remove requirement to haul CCDD spoils off site. Reduce contract amount by $15,500.
5. Reduce length of PDC by 4'-0" and remove one vertical switchgear section along with two asso-
ciated spare breakers. Reduce contract amount by $165,000.
Total contract price reductions$300,500.00
REASONS FOR CHANGE: Remove project elements to reduce the contract price within the amount
of available funds.
DETERMINATION: This Change Order is germane to the original contract as signed and the Change
Order is in the best interest of the City of Elgin and is authorized by law.

The original amount of the contract with John Burns Construction is $9,135,000. Change Order No. I
will decrease the original contract amount by a total of$300,500, that sum representing 3.3% percent of
the original contract amount. The new contract amount, inclusive of all change orders is$8,834,500.
OTHER CONTRACT PROVISIONS: All other contract provisions remain the same.
