RESOLUTION
ESTABLISHING AN HONORARY STREET NAME OF
PASTOR WILLIE L. TATE STREET FOR THAT PORTION OF ANN STREET
BETWEEN DUNDEE AVENUE AND CENTER STREET
WHEREAS, a formal application to provide for the establishment of the honorary street
name of Pastor Willie L. Tate Street for the portion of Ann Street between Dundee Avenue and
Center Street was submitted to the City of Elgin, sponsored by Councilmember Tish Powell; and
WHEREAS, Pastor Willie L. Tate has been pastor of the Progressive Baptist Church
since 1986; and
WHEREAS, Pastor Tate led an expansion of the Progressive Baptist Church in the late
1990's that included doubling the size of the church, providing an off-street parking lot, and
demolishing an adjacent run-down house; and
WHEREAS, the Progressive Baptist Church is located at 305 Ann Street, midway
between Dundee Avenue and Center Street; and
WHEREAS, Pastor Tate also served for 33 years as the Chaplain at the Elgin Mental
Health Center; and
WHEREAS, Pastor Tate served for nine years on the Board of Directors for the Boys &
Girls Club of Elgin; and
WHEREAS, Pastor Tate is the President of the African Christian Alliance; and
WHEREAS, Pastor Tate has a scholarship called the Rev. & Mrs. Willie L. Tate
Scholarship that is offered through the United Black Scholarship committee, and he and his wife
Patricia have made contributions to Wayside Ministry, Administer Justice, and the Boys and
Girls Club of Elgin; and
WHEREAS, Pastor Tate retired in 1997 from the City of Elgin as a parking meter
supervisor after 31 years with the City; and
WHEREAS, the City of Elgin is extremely proud to call Pastor Willie Tate an Elginite;
and
WHEREAS, the Mayor and members of the City Council wish to extend the appreciation
and esteem of all Elgin citizens for Pastor Willie Tate's outstanding service to the community;
and
WHEREAS, the Mayor and members of the City Council have determined that it is
appropriate to formally recognize Pastor Tate.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF ELGIN, ILLINOIS, that there is hereby established the honorary street name of Pastor Willie
L. Tate Street along that portion of Ann Street between Dundee Avenue and Center Street.
BE IT FURTHER RESOLVED that an honorary street sign shall be placed at the
southwest corner of Dundee Avenue and Ann Street and at the northeast corner of Center Street
and Ann Street designating that portion of Ann Street between Dundee Avenue and Center Street
as Pastor Willie L. Tate Street.
