FOR 2021 COLUMBINE SQUARE RESURFACING PROJECT (BID 21-049) WHEREAS,the City of Elgin has heretofore entered into a contract with J.A.Johnson Paving Co. for 2021 Columbine Square resurfacing project(Bid 21-049); and WHEREAS, it is necessary and desirable to modify the terms of the agreement as is described in Change Order No. 1 and Final attached hereto. To resolve those issues, the elevation and grade along a portion of the path were lowered to better match the existing ground elevation which eliminated significant grade changes and "drop-offs" at the edge of the path. In doing so, Staff was able to elimi- nate steep slopes next to the path,which improves safety to path users and allows for more efficient and effective long-term site maintenance. REASONS FOR CHANGE: • The path design elevation was established to minimize earth excavation and potential grade is- sues on the uphill side of the path, which at the time were considered more problematic than downhill slopes. • The work performed under this Change Order is a direct extension of the scope and intent of the original contract as signed. • The implemented construction changes improves safety to path users and allows for more effi- cient and effective long-term site maintenance which is in the best interests of the City of Elgin. • The changes provided in this Change Order are germane to the original contract as signed and this Change Order is in the best interest of the City of Elgin and authorized by law.
