(Burns & ' - STUDY AREA McDonnell) is pleased to submit this letter proposal k , to provide design engineering services for the City of Elgin (City) for the evaluation of issues and the introduction of possible solutions to traffic issues inp- the area bounded by Randall Road on the east, I-90 on the north, Tyrell Road on the west and Big Timber Road on the south (hereafter, the "Study Area"). The scope of this proposal covers two specific locations on the perimeter of the Study tii m Area: the intersection of Alft Lane with RandallZ Road and the intersection of Madeline Lane with Bigl Timber Road. ' t ' Proiect Understanding Based on our discussions with the City, it is our understanding that vehicular access to and from the Study Area is severely constrained during peak periods. The City desires to have Burns & McDonnell use their understanding of City and corridor issues, gained in part through an ongoing project, '*Randall Over 90", with the Kane County Division of Transportation (KDOT), to evaluate existing conditions and potential improvements at the two locations above. Data and analysis from Randall Over 90 will be used in this study only with the consent of KDOT. A three-month duration is assumed. Proiect Scope Burns & McDonnell proposes to provide design engineering services to the City as detailed in the following scope of work. We welcome suggested modifications to the limits of each item. 1. Alft Lane at Randall Road: This intersection is known by both the City and KDOT to be a key congestion issue. The City desires that potential improvements to this intersection and its approaches be considered. It is understood that any.potential improvements must not negatively impact traffic floe or capacity on Randall Road. The following activities are proposed: 1431 Opus Place\Suite 400\Downers Grove,IL 60515 0 630-724-3200\F 630-724-3201\burnsmcd.com BURNSME-DONNELL O Mike Pubentz, PE City of Elgin Engineering Department March 18, 2020 Page 2 a. Data Review: Use traffic counts and Streetlight origin-destination data provided by Randall Over 90 to assess the routes being taken by traffic using Alft Lane during peak periods. b. Data Compilation: Use available information to develop a preliminary-level topographic layout of the intersection and its approaches. c. Concept Development: Identify geometric, pavement marking, or traffic signal improvements which may help to address the travel demand identified previously. d. Concept Evaluations: Perform a preliminary traffic analysis of the concepts to determine impacts on Alft Lane and Randall Road traffic, using Synchro software. Identify initial ROW needs and assumptions. e. Preliminary Estimates: Develop concept-level cost estimates for construction of the conceptual improvements. Identify potential funding sources and contracting methods. f. Coordination: Present proposed findings to the City, and to KDOT if applicable (i.e. if improvements fall within County right-of-way.) g. Summary Memorandum: Document the results of design and coordination activities. 2. Madeline Road at Big Timber Road: Burns & McDonnell understands that the installation of a developer-funded traffic signal at this intersection is on hold due to circumstances beyond the City's control. The following tasks will be performed: a. Existing Traffic Review: Burns & McDonnell will review the available traffic counts, signal design, and IDS provided by the City. b. Crash Analysis: Intersection crash reports for the most recent three years of available data will be requested, received, and reviewed. A Memorandum will be prepared which documents the findings of that review. c. Signal Warrants: The existing traffic counts provided by the City will be augmented by a growth percentage inferred from recent CMAP traffic projections to estimate future volumes. MUTCD traffic signal warrants for the intersection will be assessed for these existing and anticipated future conditions. d. Summary Memorandum: Burns & McDonnell will summarize the traffic and crash analyses documented above and present the engineering case, or lack thereof, for installation of a traffic signal at this location. 3. Project Management and Coordination. Hold three conference-call meetings with City staff—one at kickoff, one in-progress, and one to discuss final deliverables. (In-person meetings will be held if conditions allow.) Perform management, coordination and documentation tasks as needed. Opportunities to promote, fund and construct potential improvements to Elgin and/or KDOT facilities will be discussed with relevant KDOT staff and other stakeholders. BURNSOME-DONNELL Mike Pubentz, PE City of Elgin Engineering Department March 18, 2020 Page 3 Excluded Items The following elements are not considered for inclusion within the proposed scope of work: ■ Topographic Survey. Where ground survey is not available, design work will be limited to concept-level linework superimposed on aerial photography. (Burns & McDonnell has access to recent aerial photography of the region.) ■ Drainage and utility-design. Burns & McDonnell will assess the potential of conflicts imposed by potential improvements, but a detailed review of necessary relocation efforts will not be performed until so directed by the City following approval of the deliverables defined above. ■ VISSIM analysis. Synchro is a more economical package which will provide sufficient assessment of proposed improvements. ■ Intersection Design Studies. The intent of the feasibility study will be to recommend concepts which can be developed to an IDS-level of detail in future phases. Design or review of existing traffic signal facilities or designs is not included in this scope. Compensation Burns & McDonnell estimates the tasks above will comprise a maximum fee of$40,000. This estimate will be refined as the scope above is finalized. Next Steps Pending your concurrence with the content of this letter, a full Proposal will be submitted which will describe the scope and fee proposal in detail, provide a list of deliverables and a timeline for completion, and include our Terms and Conditions. We appreciate the opportunity to serve the City of Elgin. Should you have any questions or require additional information regarding this proposal, please feel free to contact Steve Crede at 630-710-8667 or screde@burnsmcd.com. Sincerely, Stephen T.
