RESOLUTION
APPROVING AN AMENDMENT TO THE 2020 ANNUAL ACTION PLAN AND
AUTHORIZING THE EXECUTION OF DOCUMENTS NECESSARY TO PARTICIPATE IN
THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM
UNDER THE CARES ACT
WHEREAS, the Coronavirus Aid, Relief, and Economic Security Act (CARES Act),
Public Law 116-136, was enacted by Congress in response to the COVID 19 public health
emergency.
WHEREAS,under the CARES Act,the City of Elgin has been awarded a special allocation
of.Community Development Block Grant Coronavirus (CDBG-CV) funds in the amount of
$510,689; and
WHEREAS, said funds are administered by the U.S. Department of Housing and Urban
Development(HUD) and are to be utilized in a manner consistent with the priorities and strategies
identified in the local Housing and Community Development Consolidated Plan; and
WHEREAS, such a plan, covering a five-year period, was prepared and made available for
public comment as required by the-Kane-Elgin Consortium's Citizen Participation Plan; and
WHEREAS, on March 26, 2020, the Elgin City Council approved an Annual Action Plan
covering the first year of the five-year period and outlining specific projects to be undertaken with
HUD funds during the year, including an activity titled "Southeast Area Street Improvements
Phase 2"; and
WHEREAS, it is necessary at this time to amend said Action Plan to incorporate the award
of CDBG-CV funds and allocate said funds for the.aforementioned street improvement project;
and
WHEREAS, this amendment was prepared and made available for public comment in
conformance with HUD requirements under the CARES Act.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
ELGIN, ILLINOIS: That an amendment incorporating CDBG-CV funds in the amount of
$510,689 into the 2020 Annual Action Plan and allocating said funds for an activity titled
"Southeast Area Street Improvements Phase 2" is hereby approved.
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF ELGIN,
ILLINOIS: That Richard G. Kozal, City Manager, be and is hereby authorized and directed to
execute such applications, agreements, certifications, reports, and other documents required by
HUD, and to provide additional information and furnish such documents as may be required by.
HUD, to complete the activities described in the plan, as amended.
