Kozal, City Manager, and Kimberly A. Dewis, City Clerk, be and are hereby authorized and directed to execute on behalf of the City of Elgin Addendum No. 2 to Collective Bargaining Agreement between the City of Elgin and Service Employees International Union Local 73 Municipal Division Elgin Public Works Chapter, a copy of which is attached hereto and made a part hereof by reference. s/David J. Kaptain, Mayor Presented: : November 18, 2020 Adopted: : November 18, 2020 Vote: Yeas: 8 Nays: 0 Abstain: 1 Attest: s/Kimberly Dewis Kimberly Dewis, City Clerk i ADDENDUM NO. 2 TO COLLECTIVE BARGAINING AGREEMENT BETWEEN THE CITY OF ELGIN AND SERVICE EMPLOYEES INTERNATIONAL UNION LOCAL 73 MUNICIPAL DIVISION ELGIN PUBLIC WORKS CHAPTER THIS ADDENDUM NO. 2 to a collective bargaining agreement is made and entered into this 18th day of November , 2020, by and between the City of Elgin (hereinafter referred to as the "City") and the Service Employees International Union Local 73 Municipal Division, Elgin Public Works Chapter(hereinafter referred to as the"Union"). WHEREAS, the City and the Union have previously entered into a collective bargaining agreement with a term of January 1, 2018 through December 31, 2021 (hereinafter referred to as the"Agreement"); and WHEREAS, Article IX, Section 1 of the Agreement entitled "Wages" provides in part that the parties agree to a reopener for wages effective January 1, 2021, for the purpose of discussing a wage settlement which would be effective during the fiscal year commencing January 1, 2021; and WHEREAS, Article IX, Section 1 of the Agreement further provides in part that effective January 1, 2021, employees covered by the Agreement shall receive hourly wage increases commensurate with wage increases provided to the City's police or fire bargaining units or to non-bargaining unit management employees, whichever is the greatest (hereinafter referred to as the so-called "me too" provision); and WHEREAS, notwithstanding the so-called me too provision, the Union and the City wish nonetheless to agree on a zero percent (0%) or no wage increase for Union employees covered by this Agreement for the calendar year commencing January 1, 2021, in exchange for the no layoff guarantee as hereinafter provided in this Addendum No. 2. NOW, THEREFORE, IT IS AGREED by the City and the Union as follows: 1. Article IX, Section 1 of the Agreement entitled "Wages" be and is hereby further amended as follows: a. The following text is deleted from the second paragraph thereof: "Effective January 1, 2021, employees covered by this Agreement shall receive hourly wage range increases for 2021 commensurate with wage increases for 2021 provided to the City's police or fire bargaining units or to non-bargaining unit management employees, whichever is the greatest." b. The following additional provision is added to the end thereof: "There shall be no hourly wage increase for the year 2021.
