Total Amount $13,297.00 Total Project Costs: $68,012.00 Federal Request: $68,012.00 BUDGET NARRATIVE • • Segway SE-3 Patroller The Aurora Police Department intends to use JAG Funds to purchase two Segway SE-3 Patrollers. We recently acquired two SE-3 Patrollers and even though we are still training officers to use the patrollers we see the need for additional units. With the additional SE-3 Patrollers we can expand the patrol footprint in our downtown district by increasing the number of officers on motorized patrol while increasing the speed officers can travel in a larger patrol area. Additionally,we have a large downtown outdoor music/events venue where these Patrollers can be utilized for music concerts and festivals. Over the course of 2016 the City of Aurora has increased the number of events at this venue requiring increased police patrols and police visibility to deter the potential for criminal activity. Having an electric powered patrol method would also be keeping in-line with the City of Aurora's"Green Initiatives"as the Segway would have literally no negative impact on our environment. TruNarc Handheld Narcotics Analyzer The Aurora Police Department intends to use JAG Finds to purchase TruNarc Handheld Narcotics Analyzer to detect illicit narcotics without actually handling the suspected substances. We currently use Field Test Kits to test suspected contraband for the presence of cannabis or narcotics, this requires officers and evidence technicians to actually handle the substance to make the determination if they are dealing with an illicit substance. Handling any suspect substance can be dangerous to the officer's personal health and well-being using the TruNarc Handheld Narcotics Analyzer will allow officers to test substances for the presence of a narcotic or cannabis without having to actually pickup, unwrap or otherwise handle the substance being tested; thus being much safer for the officers. In addition; this will cut down on the costs of throw away narcotics test kits (Narco Pouch)which are a onetime use test kits. The TruNarc Handheld Narcotics Analyzer can be used multiple times with little to no cost for each test conducted. The TruNarc Handheld Analyzer • will also detect a wide variety of narcotics and cannabis without any special equipment. When using a throw away onetime Narco Pouch officers need to carry a specific test kit for the suspect substance. In some cases having to carry and use multiple test kits to determine what type of substance they are dealing with. Lexipol Annual Maintenance Fees, Implementation Service and Daily Training Bulletins The County of Kane has communicated its intent to use JAG Funds to continue to fund their"Lexipol"Program; which includes Annual Maintenance Costs, Implementation fees and Daily Training Bulletin Services. Lexipol is an organization Program which includes development tools,policy updates and Daily Training Bulletins for Public Safety Deputies. Lexipol offers a comprehensive risk-management solution for managing, disseminating and archiving the agency's policies,procedures and training records.The goal for the County of Kane is to have better policies in place, improve training for its employees and reduce liability to the county. Training for 2 Investigators to become certified in Vehicle Forensics The Elgin Police Department has communicated that it intends to use JAG Funds to train and certify two (2) investigators in the field of Vehicle Forensics and iVe certification. The certification course(Training) is structure to provide investigators with the necessary skills to acquire and analyze data from OEM-installed infotainment and telematics systems.This training certification will also prepare the investigators to testify as expert witnesses in courtroom testimony. It will also provide the necessary skills to conduct a full forensic examination and produce a final report. This training include the necessary equipment to preform forensic examinations. The City of Aurora has an approximate population of 200,000.The City spans over approximately 39.33 square miles and sits in 4 counties. The City of Aurora, like most cities is still experiencing financial constraints and funding for additional equipment and training is limited. V The City of Aurora Police Department is in need of obtaining the following equipment for its Patrol Personnel and Evidence Unit: 1. The Aurora Police Department would like to purchase two Segway SE-3 Patrollers for officers to patrol outdoor events in and around our downtown area. The purchase of these two Segway SE-3 Patrollers would increase the number of Segway's we already deploy for many outdoor events. The city has an outdoor music venue that has the ability to hold 10,000 plus people.This venue is also bordered by a number of restaurants and entertainment venues in the downtown area and covers several blocks. In addition, we have a number of public parades and festivals in the downtown area where we use the Segway Patrollers. These Segway Patrollers give officers the ability to cover a lot of area in a short period of time as well as being a very visible presence to people attending any events.Officers have the advantage of standing higher than the crowd giving them the ability to better look for suspicious/criminal activity. In today's age of potential Terrorist type threats,deploying a highly visible police force gives us a greater deterrent V to possible attacks. Additionally, being highly visible allows citizens to better identify police in a crowd. 2. The Aurora Police Department intends to use JAG Finds to purchase TruNarc Handheld Narcotics Analyzer to detect illicit narcotics allowing police personnel to test suspected substances without actually handling the substances... Our disparate agency, the County of Kane, has communicated its intent to use its portion of the grant funds to continue to fund a"Lexipol Law Enforcement& Custody Manual and Daily In- Service Training Bulletin" Program.This is an organization policy development program which includes development tools,policy updates and Daily Training Bulletins for public safety deputies, court security officers and corrections officers. Lexipol offers up to date policy and procedure notifications, daily in-service training bulletins and legal updates. The County of Kane's goal for this project is to improve policy/procedures,disseminate notifications to employees in a timely manner while reducing risk and liability to the County of Kane.Thus, this would improve the police service to the citizens within the county. Our disparate agency, City of Elgin Police Department has communicated that it intends to use JAG Funds to train and certify two(2) investigators in the field of Vehicle Forensics and iVe certification.The certification course (Training) is structured to provide investigators with the necessary skills to acquire and analyze data from OEM-installed infotainment and telematics systems.This training certification will also prepare the investigators to testify as expert witnesses in courtroom testimony. With the ability to transport up to 4 officers as well as equipment;we intend to utilize these utility vehicles to patrol special events and bicycle/walking paths throughout the city. These utility vehicles will also be well suited for our Special response Team (SRT)call outs and our K9 units. In both these scenarios the utility vehicles can transport equipment and personnel, however, with respect to K9 response. We can transport dogs into remote locations (where cars cannot drive) for searches without wearing the dog out in the process of responding. • f Specialize Pitch Men Sport Police Patrol Bicycles The Aurora Police Department intends to use JAG Finds to purchase three police bicycles for our Community Policing Unit. Because we do utilize bicycles for various methods of patrol and community events,the current fleet of bicycles are used frequently throughout the spring, summer and fall months. Additionally,the vast majority of the bicycles owned by the police department are aging and because of wear and tear are starting to become unserviceable for safe, police use. While we have a few newer bicycles we have a number that have become unusable, even for training purposes. Lexipol Annual Maintenance Fees,Implementation Service and Daily Training Bulletins The County of Kane has communicated its intent to use JAG Funds to continue to fund their"Lexipol" Program; which includes Annual Maintenance Costs, Implementation fees and Daily Training Bulletin Services. Lexipol is an organization Program which includes development tools,policy updates and Daily Training Bulletins for Public Safety Deputies. Lexipol offers a comprehensive risk-management solution for managing,disseminating and archiving the agency's policies, procedures and training records. The goal for the County of Kane is to have better policies in place, improve training for its employees and reduce liability to the county. Software Licensing Renewals for Cellebrite and GeoTime Systems The Elgin Police Department has communicated that it intends to use JAG Funds to renew software licenses for Cellebrite cell phone extraction system and GeoTime cell phone data analyzer used by Elgin Police Investigators. Given the ever-evolving changes in technology and the ease of use and the accessibility cell phones; more and more crimes are being committed with or documented on electronic devices, namely cell phones or"smart" phones. These investigative systems(Cellebrite and GeoTime) are vital for law enforcement personnel to investigate crimes by analyzing cell phone data. Unfortunately these systems require annual maintenance and licensing fees so they stay up to date with the latest technology available on the market. • • .
